All this has already happened
The history of the political agreement between parliament and the president began at the end of August last year during the epic with the approval by the Duma of the prime minister instead of the dismissed Sergei Kiriyenko. The document provided for a significant expansion of the powers of parliament and the cabinet of ministers to the detriment of the presidential powers and for some time was considered almost the only condition for the Duma to approve a new prime minister.
On August 27, Boris Yeltsin’s press secretary Sergei Yastrzhembsky unexpectedly arrived at Okhotny Ryad. He brought the presidential version of the political agreement. This version of the document, for example, talked about postponing the parliamentary elections (the Kremlin would like the Duma elections to be held after the presidential ones). However, the deputies were categorically not satisfied with this option, and the Duma commission, chaired by the leader of the “Russian Regions” Oleg Morozov, took up a different version of the document.
In the final version, in particular, the president took upon himself the responsibility to consult with the Duma on the candidacies of members of the government (with the exception of the security ministers and the minister of foreign affairs) and guaranteed the irremovability of the cabinet for the entire duration of the agreement. In addition, the creation of supervisory boards under state media was allowed. Several points that the presidential side insisted on were excluded from the final version: for example, on social and other guarantees for the president after he completes his powers and on the Duma’s suspension of the impeachment procedure. Also removed from the document was the clause that the president re-submit the prime minister's candidacy only after consultations with both houses of parliament. It was assumed that the document would be in force until the end of the powers of the current State Duma.
On August 30, all Duma factions finally signed an agreement, but literally a few hours later the communists abandoned it.
