a decrease in the spiritual, moral and creative potential of the Russian population, which will significantly complicate the preparation of labor resources for the introduction and use of the latest technologies, including information technologies."

But such fragments leave rich possibilities for interpretation. In general, it is foolish to suspect, according to a long-standing domestic tradition, that the authorities want to annoy and poison the lives of citizens in every possible way. But the drafters of the document must be aware: there are more than enough people who want to interpret this kind of blunders in the most unfavorable way for the authorities under the current conditions.
