Economic amnesty should be extended to persons serving sentences by court, suspected and accused of committing crimes in the economic sphere, including such as theft, fraud, illegal entrepreneurship, illegal banking, money laundering, giving and receiving bribes. Amnesty, in this form, according to the author of the resolution “On declaring an economic amnesty” Alexander Fedulov, is aimed at achieving consensus in society and at the voluntary return of a significant part of the funds to the state.
The State Duma Committee on State Building today recommended that the lower house reject this resolution proposed by a deputy from the Unity faction, ITAR-TASS reports. The adoption of such a document “will have a negative resonance and will cause more moral harm than it will bring the expected economic benefits,” Deputy Chairman Nikolai Shaklein said at the committee meeting. He noted the absence of any economic justification regarding possible revenues to the state treasury as a result of the economic amnesty under Fedulov. The deputies agreed with Nikolai Shaklein.
