No. 8 of Novaya Gazeta dated February 5 of this year, an article was published under the title "A decent life for a Russian officer." This is the motto of the joint action of our newspaper and the Union "Financial and Industrial Federation" (FPF).

The leaders of the FPF union initiated a retraining program for officers dismissed in connection with the next reduction in the Armed Forces. Retraining of 500 officers will take place in Moscow at the base (from the FPF) Institute of Economics, Finance and Law.

At the same time, the FPF takes all officers in training for full material (including financial) support for the period of study, and non-residents are provided with housing for this period. After completing their studies in the specialties - audit, accounting, management, jurisprudence - graduates will have the opportunity to conclude a contract for work in various credit, insurance, pension and industrial enterprises of the FPF union.

Novaya Gazeta acts as an information sponsor of the officer retraining program. We will ensure transparency in the selection of candidates, their admission to the university, we will try to trace their fate during the period of study and beyond.

After the first publication, the editors received letters from those wishing to study under this program.

Reserve Major Rafail Shagimuratov lives in Chelyabinsk. He is a 1st class military pilot. The main part of his service was in the long-range aviation units of the Far Eastern Military District. Rafail Gandalifovich flew on long-range bombers and transport aircraft, was the commander of the detachment. The family has two children of school age.

In a letter, Major Shagimuratov expressed the hope that "the money allocated for a good cause will not be used to build another dacha for an official."

Well, what to say to the author of the letter? We all hope so. To do this, we undertake to ensure the publicity of all this work.

Lieutenant Colonel Alexander Zhmakovsky from Odintsovo, Moscow Region. He served in the army for about 23 years. The position occupied by Alexander Vladimirovich is subject to reduction in March 2001. The officer's wife is a group II disabled person, and his son is a student. Twenty years ago, Lieutenant Colonel Zhmakovsky graduated from the Stavropol Higher School of Communications. And according to our program I would like to become a lawyer. “I’m only 41 years old, for a lawyer this is not age, but what our society needs lawyers, I see in courts that are overcrowded with cases, and lawyers inflate prices for their services because of the heavy workload.”

Captain 2nd rank Vladimir Pavlovich Skrypnik graduated from the Kaliningrad Higher Marine Engineering School. He is 45 years old, he has two sons - 17 and 18 years old. The Skrypnik family lives in the Kaliningrad region. “I am indebted to my family, for whom in 26 years of service I could not provide either tolerable living conditions (a cold apartment in a military camp, lack of water, gas and other amenities), or a living wage (constant delays in pay, compensation for food rations) .
