
The ideas of creating a private investigative committee (SK) and the military police (VP) were not born today. Already in 1990, the Supreme Council of the RSFSR was ready to legitimize such a committee. It was supposed to concentrate the investigation in the hands of one central organ, leaving operational -search measures for the Ministry of Internal Affairs, and the Prosecutor General - the functions of supervision. The bill on the military police appeared later - in 1996.
The rationality of these reformal plans is difficult to dispute. Today, four departments are engaged in the investigation - the Ministry of Internal Affairs, the FSB, the Prosecutor General and the tax police. And each is digged not just to the truth, but to the truth that will not harm the native department, will not undermine its prestige. The Prosecutor General’s Office also presents in one person not only the investigation, but also the state prosecution in court, overturning simultaneously for the legality of decisions made in each case.
The Investigative Committee, brought beyond the scope of the four departments mentioned, could isolate under the roof of the Ministry of Justice. But not under the hand of the Ministry of Internal Affairs. As conceived by the authors of a package of laws. For in reality this makes up all reforms - the superception will only change the name: it was the Prosecutor General - became the police.
Meanwhile, it was the chief of the Ministry of Internal Affairs Boris Gryzlov to lead the structural restructuring of the domestic investigation. Such a fate awaits the military police. The bill on this "overseas" innovations was frozen in the State Duma in the fall of 2000. In essence, a shallow idea - to deliver the legality in the army a private structure - performed by deputies led by communist Vladimir Volkov, turned into its opposite. The military police are endowed with the functions of the investigation and search, escort and protection. Military police can enter the dwellings of citizens, conduct an inspection of private transport and property. They, the police, in turn, can neither be detained, nor inspect or interrogate. The rule of law with such cool guys may be in, but they are capable of much more. The punishing sword of the VP (not Vladimir Putin, but the military police) invisibly brought over their heads, of course, not ordinary and sergeants, and not even majors, but military leaders, will even make the most masterly masters of the corporal rack. And all the works are to establish the Federal Military Police Service under the President. Probably, the communist service will be in demand only partly. So far, Putin was not seen in the desire to shine with a personal defendant for everything and all kinds of problems. The military police can formally fit to the Ministry of Defense. More precisely, to Sergey Ivanov. That the entities of the neoplasm will not change.
So, the president strengthens his power vertical. About how he sees him, a variety of guesses were built. Today, fragments of the future design are thrown for disgrace. Only part of the whole.
