No, mass arrests will not begin immediately, but closer to the end of the draft period, when it turns out that there are much fewer people who want to join this army than there are officials and generals who want to parasitize on it.
The Russian army is a non-waste enterprise. The entire technological chain is designed to extract maximum profit: from conscription (from 3.5 to 7 thousand dollars for a "slope") to dismissal (a bribe to get into the first group of demobilizations). They even make money on the death of their subordinates by creating numerous LLCs and OJSCs for military funeral services.
And naive foreigners and human rights activists are surprised: why not introduce a professional army or alternative service?
The generals, sighing, explain to them that there are no funds.
Lies. The maintenance of an illiterate army, into which they are first driven with batons and handcuffed, and then guarded so that they do not run away, is much more expensive ...
The answer is simple. A professional army will cease to be that non-waste production, a market for free human bodies, which, at the whim of a general, become either slave power or cannon fodder. A professional army will not need so many mediocre and thieving generals at all. Professionals cannot be robbed, kept in bestial conditions, forced to build country villas and deprived of all rights.
And that is why everything is being done to delay the collapse of the commercial structure called the “Russian Army”: twelve years of schooling are being invented, the list of medical contraindications is being reduced, and the right to deferment from conscription is curtailed.
