The State Duma adopted two amendments to the Criminal Code yesterday in the second reading. The first is a new version of Art. 37 "Necessary defense". From now on, causing any harm to a person who encroaches on the life and health of a person is not considered a crime if the attack was “involved with violence dangerous to the life of the defender or another person, or with an immediate threat of such violence.”
The second amendment concerns Art. 188 (“Smuggling”) and 189 (“Illegal export of technologies, scientific and technical information and services used in the creation of weapons of mass destruction, weapons and military equipment”). The list of smuggled goods includes radioactive substances, radiation sources, nuclear materials, as well as any weapons and military equipment that can be used to create weapons of mass destruction and their delivery vehicles. Responsibility is also provided for illegal performance of work or provision of services to a foreign organization or its representative, which can be used by them in the creation of weapons and military equipment.
