The allergy of most legislators to the St. Petersburg “Minister of Property” is quite large. Nazarov’s predecessors at this post - Mikhail Manshevich, German Gref and Andrei Likhachev often talked with deputies, initiated bills, listened to the opinion of parliamentarians. When, in October 1999, the former graduate of the Tallinn “sailor” Valery Nazarov entered the post of main city privatizer, the contacts between Kugi and Zaks almost stopped. And the deputies became more and more complaints about the activities of Kugi, the decisions of which were made for the most part on real estate disposal on the principle of “what I want, I turn it over”. Do not count publications in the media, which tells in detail who and at what costs receive premises, buildings and plots for development and how “public” and “openly” decisions are made.
At the same time, on the one hand, the committee depicts a fighter for the income of the city budget, and for this purpose declared war on the principle of preferential rent for socially significant organizations. It got to the point that Kugi refused to recognize the legal right to preferential lease for one of the city pharmacies. And on the other hand, the same Kugi looks through his fingers at operations, accompanied by large losses for the budget. For example, to privatize a taxi park on the stables (which the New Gazeta wrote about in July 2001; Mr. Nazarov promised to answer - but did not do this). Or also described by the New Gazeta, forgiveness of the rent to Sberbank departments in exchange for repaying the debts of the ice palace ...
The draft resolution on the expression of distrust Valery Nazarov, introduced by Igor Artemyev, refers to the “unsatisfactory work of the KUGI”, about his “pronounced unwillingness to accept legislative initiatives aimed at resolving property relations”, about “legally unreasonable actions of the Kugi, which led to the emergence of a negative atmosphere in relations with tenants, about the“ lack of ” transparency in the work of the committee and structures subordinate to it. ”
The chances of the fact that such a decree can be adopted is quite high. At the same time, we note an unprecedented fact: together with the project, the deputies received a letter ... the head of the Duma faction "Unity" by Vladimir Pekhtin. The letter of the First Deputy Minister of Property Relations of Yuri Medvedev was attached to the letter to the request of Pekhtin, for some reason suddenly concerned about the authority of St. Petersburg Zaks to express distrust of the St. Petersburg vice-governor.
