Today's board of the Ministry of Railways should consider the first stage of structural reform, as well as “personnel policy issues.” The industry reform was announced a long time ago, but no real steps have been taken in this direction yet. So “personnel issues” will most likely come down to a search for those to blame. According to the Vremya Novostei newspaper, we will talk about the dismissal of deputy ministers Alexander Misharin, who held the post of first deputy under Nikolai Aksenenko, and Anna Belova.
Mr. Misharin, according to Interfax, is blamed for the fact that the telecommunications and information system created on the railways “has turned into a black hole that absorbs huge amounts of money.”
Ms. Belova previously held a senior position in a private audit and consulting company (the company was the general consultant of the Ministry of Railways on the development of the reform). Then she was invited to the Ministry of Railways to implement her own concept, but she failed to achieve great success. According to Interfax agency sources, Ms. Belova is accused of failing to agree with other departments over the course of a year on the bills necessary for the creation of RAO Russian Railways and the separation of the functions of public administration and an economic entity.
This accusation is not entirely fair. As a result, a package of reform bills was eventually agreed upon and even submitted to the government. Moreover, it will be considered at one of the next cabinet meetings.
The Vremya Novostei newspaper's source in the Ministry of Railways is inclined to another version of Anna Belova's resignation. He explains the upcoming resignations not by the mistakes of the deputies, but by the “new broom” policy. According to him, Gennady Fadeev never hid his intention to gradually replace the entire railway “general”. And persistent rumors about a change in almost the entire top leadership have been circulating in the ministry since the appearance of the new minister. However, there is nothing surprising in this. Mr. Fadeev is tasked with carrying out fundamental changes in the industry, and it is almost impossible to solve such a task without his own team.
It is still unknown who will replace the disgraced deputies. According to the newspaper's source, previously the Oktyabrskaya and West Siberian Railways were the source of personnel, and now, for well-known reasons, the Moscow Railway has become it. And most likely new deputies will be recruited from there.
In general, according to Deputy General Director of Interros Sergei Aleksashenko (a member of the RSPP group on the reform of the Ministry of Railways), it is unlikely that resignations in the ministry, which has only a few months left to live, have any significance. Already this year, the Ministry of Railways should be divided into RAO Russian Railways and a department in the Ministry of Transport.
