In search of the military budget of the USSR

At the end of the Soviet regime, I somehow suggested that Gorbachev create a temporary commission of the Supreme Soviet of the USSR on the development of the concept of national security. The intent was simple: to open the military budget, to see what really is in it. I then headed the permanent commission of the Committee of the Supreme Council on Science, Education, Culture and so on. I thought that, having shifted these military expenses, it would be possible to tear something away for schools, universities, culture, science and so on. Gorbachev agreed immediately ... In the spring of 90, this commission was created, which I headed. There were a man of 16-17 deputies of the Supreme Council and delegates of the Congress of People's Deputies, there was the head of the then General Staff of Lobov, representatives of the ecology, economics, jurisprudence and so on. After all, I considered the concept of security not only in the context of military problems, but it was about economic, environmental, information security. I already published my assessments of the military budget. But they did not give me true numbers, the Minister of Finance was fooling me, and then Prime Minister Pavlov, giving out completely linden numbers, including publicly. It all ended that my commission was closed at the request of the military and the KGB, and specifically Jazov and Kryuchkov, they pressed on Gorbachev. It lasted 40 days, this commission. Gorbachev wrote at my certificate (we then just started working): “To consider that the commission completed its work. The president takes on further security issues of the USSR. Gorbachev. We were officially inspired that our military budget is somewhere less than 20 billion rubles, say, since 90, conditionally or from the 89th. It was ridiculous because it was impossible to contain a five millionth army with a huge amount of weapons with this money. And I remembered from the special literature that the military budget was correlated with the cost of the country's military property with a coefficient of 4–6. I knew the number of districts. They, of course, are different. In one district there is more, in the other there are fewer military property. I multiplied the price of the Baltic states by the number of districts and divided into five. He received three hundred billion rubles. In the 90s, I published an article in the New Time. It was about the military budget and the conversion. Among other things, it was mentioned that our real military budget exceeds two hundred billion. Then the Prime Minister Ryzhkov asked me, they say where this figure came from. Like, we ourselves do not know him, since he is all scattered in different articles with us. My calculations coincided with the calculations of Western specialists.

Now we can definitely say that over the years, nothing positive has happened in the concept of national security, nor in the transformation of the economy, or in the demilitarization of the economy. It’s just that the military economy fell apart, but it did not shimmer into anything. We ruined our country due to the supermilitarization of the economy and industry. Not a single country will survive in the mode when everything is for the front, everything is for victory. Now there are tremendous research. There are fresh brochures, the budget of the Soviet Union, the post -war budget and everything else are considered and revised.
