Presidential Decree "On approval of general principles of official conduct of the state

The Presidential Decree “On the approval of general principles of official conduct of civil servants” is, in fact, a brief extract from the draft Code of Conduct for Civil Servants, introduced by deputies from the Union of Right Forces and adopted by the State Duma in the first reading on May 17, 2002. True, almost a year passed from the submission of the draft to the Duma to its adoption in the first reading: the authors did not want to submit the document for discussion without enlisting the support of the Duma centrists and their Kremlin curators. In the spring of 2002, at one of the meetings with the president, Boris Nemtsov told him about the draft code, and Vladimir Putin, according to the leader of the Union of Right Forces, liked this document. The position of the president became the main trump card of the right when considering the project: the centrists did not dare to argue with the head of state, and the document was adopted with enviable unanimity - 269 votes to one.
