
President of Bashkiria Murtaza Rakhimov with special decrees allowed the sale of shares of large fuel and energy and petrochemical companies of this republic. "Kommersant" calls this decision revolutionary: so far the petrochemical market of Bashkiria has been considered closed to third -party investors.
It is still unclear what kind of shares packages and on what conditions will sell the holdings of Bashneftekhim and the Bashkir Fuel Company, indicated in the decree of Rakhimov. Both decrees were similar in content and very short: "Allow the sale in the prescribed manner" in order to "increase investment attractiveness, management efficiency and closer integration of enterprises of the fuel and energy complex of the republic."
According to Vedomosti , the shares of Bashkir enterprises may be offered investors this fall and the first to sell Bashneft for sale. “The exact size of the package has not yet been defined. But it is assumed that the Bashkiria government will retain the Bashneft's Bastee Block Packet,” the newspaper quotes an unnamed BTK representative.
Analysts believe that the main applicants for the Bashkir oil industry are oil suppliers for local refineries - Lukoil, the Tyumen oil company, Tatneft and Surgutneftegaz. Representatives of these companies confirmed that they are considering the possibility of participating in the privatization of the Bashkir TEK - their statements were limited to this.
The future sales of the local fuel and energy system is associated with the elections of the President of Bashkiria, which will take place next year. So the money from the sale, as Kommersant believes, will go not only for development, but also to finance the electoral company of the current leadership of the republic.
The Ministry of Property Relations of the Republic of Bashkortostan owns 100% of the BTK shares and 99% of the shares of Bashneftekhim. BTK, in turn, belongs to 63.7% of the shares of Bashneft, producing about 12 million tons of oil per year, 32% of Bashkirenergo shares and 24.5% of the Stats Uraisibneftoprod. "Bashneftekhim" unites the largest petrochemical plants of the republic: Ufa refinery, Novo-Ufa refinery, Ufaneftekhim and Ufaorgsintez. The holding also includes Bashkirnefteprodukt, Bashneftekhimtorg and Neftekhimmirestroy.
