Luzhkov complains to Kasyanov about Abramovich

The capital's mayor, Yuri Luzhkov, again accuses Sibneft of attempting to seize the Moscow oil market. The mayor said that the court of the city of Orenburg made a decision prohibiting the supply of oil by the Moscow Oil Company (MNK) to the capital's oil refinery. The mayor is convinced that the lawsuit was not arranged without the participation of Sibneft, which owns a 38% stake in the Moscow Refinery, and its owner Roman Abramovich, and therefore “has already informed Prime Minister Mikhail Kasyanov and intends to appeal to the Security Council.”

However, Sibneft believes that there is a real basis for the claims against MNK and its president, Shalva Chigirinsky. According to the head of the company, Evgeny Shvidler, “the legal proceedings arose in connection with transactions of interest that were concluded between MNK and the management of the Moscow Refinery.” “In fact, Mr. Chigirinsky enters into transactions with himself” (since Mr. Chigirinsky is both the president of the MNK, and the head of the central heating plant, and the chairman of the board of directors of the Moscow Refinery, and the meeting of shareholders did not approve any transactions).

In turn, the press service of the IOC told the Vremya Novostei newspaper that for now the access of IOC oil to the plant continues and Transneft has not suspended it. Also, according to the information available to the company, the execution of this claim is completely blocked.

Meanwhile, Sergei Ilyin, director of the Moscow Refinery, “according to Sibneft,” never got into the plant and was not recognized by the IOC, said that since there was a transaction of interest, the concluded agreement is considered invalid. But the injunction will not affect the enterprise, since Mr. Ilyin has negotiated supplies to the Moscow Refinery with other companies (primarily Sibneft and Tatneft). True, the press secretary of the new director, Oksana Asaulova, was unable to answer whose oil is now supplied to the plant. And for Mr. Kasyanov as prime minister, apparently, the main thing is that there is gasoline in Moscow. Regardless of who “captured” the market - Sibneft or its opponents.
