For all that, the reaction to what is happening is contradictory. “The time has come for our decisive action!” - said a new organization calling itself the "Committee for Peace and Free Self-Determination of the Chechen Republic." The committee was created just a few days before the terrorist attack in Moscow. In addition to the well-known All-Tatar Public Center (VTOC), several public organizations of various kinds became its founders: the Lad Spiritual Association, the Committee of Workers' Control of the Republic of Tatarstan, the Council of Elders of Tatarstan ...

In the appeal “To all people of good will” distributed by the committee, it is said that the continuation of the war in Chechnya “stimulates the further degradation of public morality, when human life depreciates to zero.” The Committee proposes to recognize the sovereignty of Chechnya and set a deadline for the complete withdrawal of Russian troops from its territory, as well as to create a border between Chechnya and the Russian Federation and introduce a visa regime.

The Muslims of Tatarstan, on the contrary, show restraint. Mufti of the Republic Gusman Hazrat condemned the actions of the terrorists, saying: “A true God-fearing Muslim would never have done this. If you consider yourself a martyr, if you are so brave, find the true enemy and fight him.” The mufti expressed confidence that Muslims who kill innocent people in the name of Islam will not go to heaven.
