| Yesterday, Governor of the Krasnodar Territory Alexander Tkachev brought a new mayor to Novorossiysk - Vladimir Sinyagovsky. There were no problems with the approval of his candidacy in the Novorossiysk City Duma for the position of acting mayor, and in the next three months, Mr. Sinyagovsky will lead the largest industrial and port city on the Black Sea coast of Russia. It must be assumed that he will subsequently take part in the elections of the head of the Novorossiysk administration, which will take place in February.
Before his appointment “to Novorossiysk,” 54-year-old Vladimir Sinyagovsky led the Slavyansky district and the administration of the city of Slavyansk-on-Kuban in the Krasnodar Territory. Mr. Tkachev’s choice fell on him not by chance: Mr. Sinyagovsky’s work history included a long “Novorossiysk” period.
The reason for the resignation of Valery Prokhorenko, who had been managing the city for the last ten years, was the inability to cope with the difficult situation that arose in Novorossiysk after the catastrophic flood caused by the unprecedentedly powerful August tornadoes. However, even before the August tragedy, both the population of the municipality and the regional authorities repeatedly presented claims to Mr. Prokhorenko. Last summer, the governor even threatened the mayor that the regional authorities would dismiss him if radical changes did not occur in the city's economy. The confrontation was very obvious. And when the tornadoes hit, no one in Kuban doubted that they would “sweep away” Mr. Prokhorenko. True, he lasted another two months. But during this period he became a suspect: the Russian Prosecutor General's Office opened a criminal case against Valery Prokhorenko under Article 293 of the Criminal Code of the Russian Federation, which provides for punishment of up to five years in prison for neglect of one's duties. The former mayor is accused of not taking preventive actions that could minimize the consequences of the disaster. More than 100 people died, and their bodies are still being searched at sea. And out of 230 families who lost their homes, only 12 are now provided with housing.
Valery Prokhorenko even found a “straw” that he wanted to grab onto: last Sunday he took part in the elections of deputies to the regional legislative assembly. But he lost them miserably, and the next day he put a letter of resignation on the governor’s desk. However, Mr. Prokhorenko has not yet left completely. The governor of the region, Alexander Tkachev, appointed him as his representative in Novorossiysk, Gelendzhik and Anapa. What kind of position this is, few people yet understand.
