In the “Headlines” category, which allows us to determine which of the rating participants more often than others became the main character of media publications, the politicians who most deserved it won. Last year, Sergei and Igor Ivanov became winners of this nomination more often than others (Minister of Defense - seven times, Minister of Foreign Affairs - five), and their figures rarely fell below 50% (that is, in at least half of the publications where their names were mentioned, they were the main characters). True, December was not very successful for Sergei Ivanov - he took only sixth place, losing first to his subordinate Gennady Troshev, who was fired from his post as commander of the North Caucasus Military District with a scandal. But the old reserves were still enough for the Minister of Defense to become the best headliner of the year.
Mikhail Kasyanov did not shine so often in this nomination - two first places and one third. But two of the three places as winners came precisely in the second half of the year, which allowed him to rise to third place in the finals. Prime Minister Vladimir Putin lost 1.3 percentage points. During the year, he won three prizes in the category, but more modestly: once he was second and twice - third (the last time in December). First division newcomer Alexander Khloponin closed the top five. However, it remains to be seen whether his routine work as governor will be as interesting to the media as the fall elections.
Among the nomination leaders there are other heroes of the same event. For example, Nikolai Patrushev gained a lot in connection with the terrorist attack at Nord-Ost. Journalists' attention to Patriarch Alexy II increased noticeably when he suffered a hypertensive crisis. Speaker Seleznev, on the contrary, lost eight percentage points at once due to the fact that the main events of the year for him - the redistribution of the package agreement and exclusion from the Communist Party of the Russian Federation - occurred in the first half of the year.
Two more participants should be noted. Labor Minister Alexander Pochinok, who spent the entire year working on pension reform, which was very popular in the media, beat three deputy prime ministers in the headline competition. And Dmitry Rogozin found himself in the table above almost all his colleagues in the State Duma thanks to his work as the special representative of the President of the Russian Federation on the problems of the Kaliningrad region.
Among the little-mentioned participants in the ranking last year, there was only one who could make it into the top five headliners. If representatives of the second division were allowed to compete for championship in individual nominations, fourth place would have been taken by the head of the State Customs Committee, Mikhail Vanin.
