In 1992, the Voronezh aircraft plant (Voronezh Aviation and Construction Association - VASO) began creating three aircraft - two for Yeltsin and one for the then Prime Minister Viktor Chernomyrdin. The first presidential aircraft was built quickly enough, but the creation of the second was slowed down for a long time. In 1995, Alexander Korzhakov visited Voronezh, who smashed the interior of the second car to the fluff. Then they decided to make interior decoration in Switzerland - a recognized leader in the arrangement of aircraft interiors for the first persons of various states.
The new presidential aircraft stood in the workshop of the Voronezh aircraft factory. He was periodically lubricated by the most important nodes, and no one at the factory assumed that someday this car would have to be returned to life.
In 2001, revitalization began in Voronezh - the construction of the second aircraft for Vladimir Putin was finally financed in full.
To date, the readiness of the aircraft is almost 90 percent. The entire Swiss finish was torn off from him. Now the British are working on the interior. Under their leadership, 30 workers specially discharged from the Ulyanovsk Aircraft Wapel are working on the aircraft interior.
About 300 local factory specialists are also involved in the work.

One of those who first raise the presidential plane will be a honored test pilot Viktor Galkin. The pilot of the first class of Galkin has almost the largest experience of the tester in the country - 27 years. He flies in the air for 34 years.

Another cadet Konstantin Morozov (who later became the Minister of Defense of Ukraine) fell into a huge pile of road gravel and moved down on the tangent.
Mentors considered that after such a shock, cadets would not be able to fly and invited them to continue their studies at a civilian university. Cadets judged in their own way: "We will fly." Having become a tester (studied at the famous Lipetsk training center), Galkin mastered more than 30 types of aircraft, rose to the colonel.
