Following a meeting with the administration, Governor of the Samara Region Konstantin Titov gave instructions to disband the regional regional energy distribution company and reduce electricity tariffs for Samaraenergo consumers. At the meeting it was noted that as a result of the commission’s revision of tariffs for Samaraenergo products in 2003, “the highest electricity tariffs in the Volga Federal District” were established in the region. In addition to the dissolution of the REC, a decision was made to reduce tariffs for the “other consumers” group, primarily for agricultural organizations, and to reconsider heat energy tariffs for Tolyatti. As a result of the meeting, it was decided to conduct an audit of all 35 municipal and regional network organizations in order to reduce energy losses, reduce production, transportation and sales costs, and also to work on the issue of creating two or three large network energy organizations in the Samara region on the basis of existing ones. As the press service of Samaraenergo reported, due to large-scale theft, technical problems with equipment and the lack of normal metering of electricity supplied to consumers, losses in the networks of individual utility resellers reach 58.5%. The debt of utility resellers of the Samara region to Samaraenergo as of March 1 amounted to 237.5 million rubles. -- about 25% of all consumer debt.
