President Putin in his message to the Federal Assembly announced the need to put an end to the policy of "empty promises" by the authorities. According to him, "both the executive and the legislative power for many years promised people as much as the Russian economy is simply unable to give." “Moreover, under the populist slogans, unfulfilled promises are growing up,” the president noted. “Some politicians, unfortunately, are trying to build them up today.”

"The total annual volume of social obligations of the state today is 6.5 trillion rubles - this is almost twice the size of the consolidated budget of Russia," the president said.

In addition, according to him, "in addition to deceived expectations, a serious consequence of empty promises is a decrease in the quality of the current economic policy." This "gives rise to distortions and conflicts in inter -budget relations," said Vladimir Putin. "In conditions when the growth of government spending occurs at a faster pace than the growth of the real economy, it is difficult to expect otherwise," he stated.

"The authorities cannot, should not and does not have the right to deceive citizens of his country. If we have promised people, we must be fulfilled, or it is better not to promise," said Vladimir Putin.
