In his message to the Federal Assembly, Russian President Vladimir Putin described the economic situation as difficult.

The political system is not sufficiently developed, the state apparatus is ineffective, most sectors of the economy are uncompetitive,” the president emphasized.

Along with this, the population continues to fall, poverty retreats extremely slowly, the international situation remains complicated, competition in the global economy does not decrease. "Around us countries with a highly developed economy, they pushing Russia from promising world markets, and visible economic advantages give an occasion for the growth of geopolitical ambitions," the president said.

According to the president, every fourth Russian lives behind the poverty line. The economic growth of recent years has partly helped improve the financial situation of the poor, but only a little. And the growth itself, according to the prisoner, owes an extremely favorable world conjuncture, high oil prices. The president indicated that "economic growth in the country remains extremely unstable," moreover, it decreases from year to year. "If in 2000 industrial production grew all year, then in 2002 - in total only for 6 months, and, as a result, unemployment began to grow in recent months," said Vladimir Putin.

Nevertheless, starting his message, Putin expressed the hope that Russia will become a country where "property rights are reliably protected," and people can "honestly work", "earn without fear and restrictions."

“All our decisions, all our actions must be subordinated to ensure that in the foreseeable future Russia firmly takes place among the really strong economically advanced and influential states,” Putin said on Friday in the annual message to the Federal Assembly.

“This is a qualitatively new task, a qualitatively new stage for the country. The step to which we could not rise before because of a number, because of many other urgent problems,” the president said. “We have such an opportunity and we must use it.”

There are certain progress in that direction. "Over the three years, the country's gross domestic product grew by 20%. Investments in fixed assets - by more than 30%. The physical volume of export of goods increased by a quarter, including exporting machinery, equipment, vehicles - by more than 70%. For the first time in half a century, Russia has turned from a grain importer into its exporter," the president said.

Russia needs a convertible ruble

According to the president, in the future it is necessary to achieve complete convertibility of the ruble. At the same time, he noted that we are talking "about the convertibility of not only internal, but also external, not only in current, but also in capital operations."

The head of state recalled that in the past Russia had one of the strongest currencies in the world - the dignity of the "gold ruble" was equated with the dignity of the state.

"I must say directly: the country needs a ruble that is freely circulating in international markets, we need a strong and reliable connection with the global economic system," the president said.

As a result, going abroad, Russians will be able to take with them only a passport and Russian rubles.

GDP must be doubled in 10 years

“Over the decade, we must at least double the country's gross domestic product,” the Russian President said, speaking on Friday in the Kremlin with a message to the Federal Assembly. Vladimir Putin considers this a "realistic task."

Double GDP is a “systemic and large -scale task”, which will require a deep analysis and clarification of existing approaches to economic policy. In order to double the volume of GDP in 10 years, every year the economy should grow by more than 7%.

Vladimir Putin believes that "in Russia there are already all conditions for setting and implementing such tasks." In this regard, the president called for the consolidation of society, all branches of power, to unite the best intellectual forces, the support of socio-political structures, the cooperation of parliament and government, the joint search for optimal ways to solve such a "strategic, most important historical problem for the country."

The country, in his opinion, has the opportunity to really engage in large -scale construction of a modern and strong economy, ultimately the formation of a state "competitive in every sense of the word."

Putin advocates a stable tax system

The President announced the need to develop in Russia the contours of the tax system, which would exist for a long period.

“Now in tax policy the government has first came from annual planning to medium -term. Recently, a tax change program has been approved for the next three years. This, of course, is the right, important and desired step. Now we must move on: develop the contours of the tax system that will exist in Russia for many or long years,” said Russian President Vladimir Putin in the message to the Federal Assembly on Friday.

Bottom line: Russian business should become modern, enterprising, flexible and mobile

The President considers contrast to the contrast of economic growth by reforms carried out in the country. Now, according to him, we can hear that it is dangerous to spur economic growth, and it is much more important to conduct structural transformations and reforms. The president said that reforms for the sake of reforms are not needed, a "permanent revolution" is not needed.
