From the Epistle of Putin: the appetites of the bureaucracy should be limited by directively

Speaking today with a message to the Federal Assembly, Russian President Vladimir Putin spoke out for a radical reduction in the functions of state bodies.

"The bureaucracy needs to not be convinced of reducing its appetites, but to limit them to directively," the president said, speaking with the annual message to the Federal Assembly.

“And it is necessary to conduct a radical reduction in the functions of state bodies,” said the head of state. “Carry out on the basis of the inventory that the government commission has already completed, in conjunction with a set of decisions on the delimitation of powers between the levels of power and ensuring their financial independence.”

At the same time, an effective working mechanism for resolving disputes between a citizen and the state should be formed by improving administrative procedures and judicial mechanisms, the president said.

“The Russian bureaucracy,” the head of state stated, “turned out to be poorly prepared for the development and implementation of decisions adequate to the modern needs of the country. And vice versa - it has adapted to extract the so -called administrative rent from its position.”

He recalled that the problem of the state’s inefficiency was talked about three years ago, emphasizing that the state of state has been negligent and other reforms.

"Our bureaucracy today has enormous powers, but the amount of authority in its hands still does not correspond to the quality of power," the president said.

"Such power is largely with its source nothing more than excessive functions of state bodies," the head of state believes.

At the same time, according to the president, despite the huge number of officials, the country is now the most severe personnel hunger. "Hunger at all levels, in all structures of power, hunger on modern effective managers," Putin said.

"The foregoing is the background on which the administrative reform is to be carried out by the country's vital to the country."

The President recalled that the government conducted an inventory of the functions of ministries and departments, counted about 5 thousand of them. “But in the course of this work it turned out that almost every department believes that its functions should not be reduced, but expanded, including at the expense of neighboring departments,” said Putin, saying the word “expand” by syllables.
