The trial of the vice-governor, chairman of the city health committee Anatoly Kagan, began in the St. Petersburg court. The prosecutor's office accuses him of abuse of power and negligence. According to investigators, at one time Mr. Kagan signed documents for the purchase of antidiabetic drugs - insulins - for the needs of city hospitals and clinics and did this on the basis of a state contract at prices 2.6 times higher than those provided for in the relevant state formularies. As investigators decided, the St. Petersburg budget lost more than 6 million rubles in this way. He was charged in July last year. In addition, according to investigators, in August-December 2000, the vice-governor “negligently treated his service, which resulted in a violation of the rights of suppliers of pharmaceutical products to participate in the competition for the purchase of the drug “Viramun” under the HIV-Anti-AIDS program.” As a result, according to the prosecution, unnecessary expenses were made from the St. Petersburg budget in the amount of more than 270 thousand rubles.
