| Akhmat Kadyrov is looking for a replacement for Anatoly Popov Chechen President Akhmat Kadyrov decided to keep up with Vladimir Putin and announced that he intends to replace the head of the republican government one of these days: Anatoly Popov, according to him, will not return to Grozny as prime minister. The name of his successor has not yet been officially announced, but it is quite possible that in the Chechen case, the candidacy will surprise many. In this regard, Mr. Kadyrov’s administration is increasingly confident in mentioning the name of Sergei Abramov, who now works in the Accounts Chamber of the Russian Federation. Federal Minister for Chechen Affairs Stanislav Ilyasov also mentioned this candidacy. The appointment of Mr. Abramov may seem somewhat absurd: about a year ago, for the sake of his resignation from the post of Minister of Finance of Chechnya, Akhmat Kadyrov achieved the dismissal of the then Prime Minister of the republic, Mikhail Babich.
Akhmat Kadyrov made the decision to change the Minister of Finance then without the consent of the prime minister: after a year and a half of work, Sergei Abramov resigned, and 36-year-old Eli Isaev was appointed in his place (who, in the absence of Mr. Popov, is now performing prime ministerial duties). Mikhail Babich was outraged by the insubordination, and the republican prosecutor's office immediately protested Kadyrov's order. But the prime minister failed to achieve the restoration of administrative discipline: after lengthy consultations in Moscow, he himself was asked to resign.
However, today the idea of returning Sergei Abramov to Chechnya is not so illogical: already a year ago there was an assumption that, by dismissing him from the Ministry of Finance, Mr. Kadyrov was simply moving away from the loud scandal that threatened this department. Indeed, the check that the feds carried out at that time in the Ministry of Finance of Chechnya, in fact, was never completed and was somehow obscured against the backdrop of more noticeable events: the explosion of the government house in Grozny and the replacement of the prime minister. Among other things, the appointment of Mr. Abramov will avoid the reproach of nationalism: there must be at least one Russian left in the leadership of the subject of the federation.
Mr. Kadyrov announced the resignation of Anatoly Popov a long time ago. In December, when Anatoly Popov was hospitalized with a diagnosis of hypertensive crisis, Akhmat Kadyrov immediately warned him that he would find a replacement for him if he was “going to be sick for a long time.” When the prime minister told reporters that in the fall, during the election period, they tried to poison him in Chechnya, Mr. Kadyrov was completely offended. A whole barrage of accusations rained down on Mr. Popov: from relatively harmless ones - of disrespect for mountain hospitality, to significant ones - of failure to pay compensation for housing.
Now Anatoly Popov formally remains prime minister - although he has not been to Grozny for more than three months. After the hospital, he went on vacation, which, as announced, would last until the beginning of April. According to his own words, Mr. Popov has not yet seen any documents about his resignation. But he himself is no longer going to return to Chechnya: instead, he may take part in the elections for governor of the Volgograd region, scheduled for December this year. Ivan SUKHOV |
