The change in the amount of duties is due to the fact that oil in the world market is growing up, the oil industry revenues are growing, so they are forced to pay more.
In addition, duties were introduced in order to prevent the total oil export. True, according to experts, in recent years, domestic prices for Russian oil and petroleum products have become so high that sometimes it is not necessary to export in order to get solid profit.
According to the Moscow Fuel Association, at the beginning of the year, gas prices in Russia were lower than in Europe. At the same time, they almost corresponded to prices in the USA. Obviously, therefore, this year, gas prices are growing more slowly than inflation (in 2003 they overtook the total inflation rate by 7%). And in March, even a small (by 0.1%) decrease in oil prices was observed.
