
Already from the middle of this year, the Federal Financial Monitoring Service - the successor of the Committee on Financial Monitoring - will revive total control over large purchases of citizens, the independent newspaper reports.
Officially, we recall, the monitoring of the compliance of the expenses of the income of Russians was canceled from January 1, 2004. Until that time, for several years, there was a list of purchases that could interest tax authorities: real estate, cars, shares, cultural values and gold in ingots. Banks, realtors and retail merchants had to inform the tax about each purchase.
As it turned out, an article about large purchases was seized for a short while. The Federal Financial Monitoring Service under the leadership of Viktor Zubkov will again take control of expenses. According to the "independent newspaper", the corresponding package of bills to adjust the legislation will be received by the State Duma in April. Currently, these proposals, developed in the bowels of the financial monitoring committee, are in the presidential administration.
As the department of Viktor Zubkov proposes, all information about transactions for the purchase of real estate, securities, etc. worth more than 2.5 million rubles (a little more than 80 thousand dollars) will be reported to the service. The range of organizations that will be required to share this information is expanding. According to developers, all professionals involved in the design of major transactions will have to report on purchases of citizens: notaries, realtors, insurers, leasing companies, financial intermediaries.
It is assumed that the information received will be analyzed by a number of criteria - the repeatability of the transaction, finding a citizen in the list of suspicious, etc. As they say in the service, if there are suspicions of money laundering, the data will be transferred to law enforcement agencies.
Data on all transactions will remain in the database of the computer of the financial monitoring service. Sooner or later, all citizens who have ever bought apartments will find themselves in the field of view of the state, the newspaper predicts. Now 2.5 million rubles are the price of the average "kopeck -" in the capital.
