Residents of Arkhangelsk, left without shelter, will be built by new houses on a defective project

The authorities of Arkhangelsk are preoccupied with the fate of people without shelter as a result of an explosion in a residential building on the night of March 16 . In addition to the 24 surviving residents of the exploding entrance, the apartments must be found for 72 more families living in the next entrance, which was decided to demolish, the news time reports.

As an optimal solution to the problem of the problem, the mayor's office of Arkhangelsk proposed to build two houses of the so-called 93rd series, part of the apartments in which the remaining residents of the destroyed entrances remaining without shelter, not far from the scene of the explosion.

The Russian government on Thursday allocated 47 million rubles for their construction. According to the press secretary of the head of the Arkhangelsk Regional Administration Elena Korobovskaya, the amount "will go to the region in the near future."

Interestingly, a few years ago a meeting of deputies of the Arkhangelsk region imposed a taboo on the construction of houses of this series in the region. Experts admitted that they are too cold, although they are built very quickly. But the authorities insisted, and on Wednesday the deputies allowed to build two such houses in Arkhangelsk as an exception.

As they assured in the regional administration, all measures will be taken so that these buildings are warmer than all the rest of this series. The main thing is that they want to build them in the shortest possible time - until November 2004.

The day before, it became known that the investigation in the case of an explosion on March 16 of a residential building in Arkhangelsk, as a result of which 58 people were killed, re -qualified the charges. The actions of the persons who arranged an explosion are now qualified under Art. 105 and 167 of the Criminal Code of the Russian Federation ("The murder of two or more persons committed by explosion" and "intentional destruction or damage to property"), the prosecutor of the Arkhangelsk region Alexander Apanasenko said.

The investigation initiated similar criminal cases on the facts of damage to gas valves in two neighboring ones with exploding houses. All three cases are connected to one production.

Recall that initially the investigation qualified this disaster as a result of someone's unintentional actions.

Having examined the fragments of the fifth entrance in the house number 120 on the Avenue of the Soviet Cosmonauts, the operatives never found traces of explosives. However, the investigation still has all the versions that existed previously - a terrorist attack, sabotage, and the so -called household version. In this case, the main explosion of domestic gas is considered.

Repeated interrogations of the victims began in the city, the circle of witnesses expands, the number of which reaches several thousand. As Apanasenko noted, the information received is either confirmed or refuted, therefore the investigation is in some confusion, trying to establish the details of the incident.

Until now, the role of the homeless is not clear, whose corpse was found with the residents of the house under the rubble of the collapsed entrance and which, as they initially believed, was directly related to the explosion. Other suspects have not yet been detained.

The preliminary results of numerous examinations that are carried out at the scene of the explosion did not give any intelligible results. But a verification of compliance with legislation on the safety of citizens during the operation of gas systems has already begun. According to the Arkhangelsk prosecutor, "the investigation is clear that the cause of the explosion was free access to the gas distribution system."

By order of the Deputy Prosecutor General of the Russian Federation Vladimir Zubrin, the audit is carried out not only in the Arkhangelsk region, but also in other regions of the North-Western Federal District.
