The State Duma will not prohibit rallies from buildings of authorities

State Duma Chairman Boris Gryzlov said that the buildings of state authorities will not have a ban on holding rallies, pickets and other public events.

"The bill adopted by the State Duma on Wednesday in the first reading" On meetings, rallies, demonstrations, marches and pickets "caused a fairly serious public outcry," Gryzilov told reporters on Friday, Interfax reports.

According to him, the “fairly hot discussion” caused, first of all, the provision of the draft law regarding the list of territories on which it is forbidden to conduct demonstrations, rallies and pickets. These included territories adjacent to the buildings of administrations of authorities both in the center and at the regional level.

“The bill requires significant refinement, and amendments will be amended by the second reading,” the speaker assured.

As for the situation that caused the greatest disputes, yesterday the amendment was made to exclude from the ill -fated list of prohibited objects of territories adjacent to the buildings of the executive authorities. “Public events can be carried out by buildings of executive bodies, except for the residence of the President of the Russian Federation,” Gryzlov emphasized.

The speaker drew attention to the fact that the government introduced its bill to the State Duma almost a year ago. That is, he recalled, this happened during the work of the deputies of the third convocation.

Now, according to him, a new, more effective mode of work with legislative initiatives has been developed: projects are held before the official introduction of a comprehensive expert assessment to the State Duma is discussed preliminaryly at the level of the so -called “zero reading”.

If the bill was introduced now, "it would be more clean and more convenient for adoption."

Nevertheless, the speaker said, and in this form it was necessary to adopt a bill - at least in order to begin work, since the current rules for conducting public events were approved during the Soviet Union.
