The employees of the Ministry of Internal Affairs of the Russian Federation yesterday made the seizures of documents at the Federal Agency for Construction and Housing and Communal Services (formerly state building). Earlier, operatives also visited the Federal Licensed Center (FLC) of the Gosstroy. These events are held as part of a criminal case, the recently instituted by the Investigative Committee (SK) at the Ministry of Internal Affairs, which can affect the entire construction market of Russia, including Moscow. We are talking about the actually uncontrolled issuing licenses for construction work, the owner of which, as it turned out, can actually become any person who has a certain amount of money. As the employees of the Main Directorate for Tax Crimes (GUNP) of the Ministry of Internal Affairs, in the capital and other regions, are quite officially operating structures selling the licenses of the Gosstroy of the Russian Federation for construction. Moreover, you can get them without passing the set of documents necessary in such cases. As a result of licenses, one-day firms become one-day, which not only do not pay taxes to the treasury, but also build buildings somehow. So far, the investigation is just beginning and has not reached the level of specific construction sites. But it is quite obvious that the situation discovered is very relevant for Moscow. At least, she finally gives an intelligible explanation to the presence even on the most “elite” construction sites of crowds of illegal workers, many of which are difficult to speak Russian, and regularly occurring there ridiculous accidents like the collapse of staircases and elevators. The creators of one-day structures do not actually risk anything. Immediately after performing specific work and receiving money, they evaporate.

The situation with licenses attracted the attention of the Ministry of Internal Affairs this spring after several large technogenic disasters, primarily the collapse of the Transval water park. If customers and general contractors of the construction of the objects on which the emergency took place, it was possible to detect, then the subcontractors who carried out most of the work were found according to the documents. As a result, the investigators decided to study the entire system of construction of buildings and found out a lot of interesting things. “It is no secret that decisions on many tenders for the construction of objects are made before their implementation,” the Ministry of Internal Affairs notes. -The pre-chosen winner of the tender and its organizers should show that he was held in an honest struggle, and for this two or three sub-firm firms created literally on the eve of the competition are put up for the tender. Of course, they lose the tender and then disappear. But each such one-day company has the entire set of licenses of Gosstroy, without which they would not be allowed for auction. ”

Then the stage of searching for investors for the construction of buildings begins, among which are not only banks and other private structures, but also state institutions that allocate budget funds. “When the question arises, how much money is needed for construction, general violations take place,” says the operatives of other departments of the Ministry of Internal Affairs, who were also engaged in construction topics. - No clear instructions for compiling the estimates are now either no, or they are outdated. As a result, many general contractors of work make up estimates at the highest cost, indicating that only the best materials will be used. This is done with the expectation that a significant part of the money will be able to assign, and to put cheaper materials on work. ”

But the largest violations, according to the Ministry of Internal Affairs, begin at the time of construction directly. “Each general contractor attracts up to 50 subcontractors, and sometimes more than half of them turn out to be one-day companies. They are needed for three reasons, - the police say. -Firstly, thanks to the adherent companies, the general contractor manages to move away from taxes: most of the work is carried out by the general contractor, but according to the documents it is said that they were completed by a one-day subcontractor, who, as a result, should pay income tax. During the construction, one -day one either hand over zero balances, or do not submit reports to the tax authorities at all. Then they disappear, and only the people on whom the firms were registered are found. These are most often poor people who presented their passports for money, or those who lost the documents. As a result, construction organizations annually underpay more than 30 billion rubles to the treasury. ”

The second problem is associated with a frank breed of investors' money, including state ones: “These same days often overstate the cost of work and the price of materials at times. As a result, investors overpay huge amounts. And even if these facts are clarified, finding those who are behind intermediary firms are again very difficult. ”

The third unpleasant aspect associated with dubious subcontractors is the quality of construction: “If these one-day and do some work, then often do them very poorly. Instead of the promised expensive materials, the cheapest ones are used. Instead of qualified labor, illegal immigrants from the CIS countries are involved. As a result, many buildings, including the so -called elite ones, are very low quality. Sometimes this even leads to disasters. ”

As noted in the GUNP, all these tens of thousands of subcontractors-one-day subcontractors that appear throughout Russia have quite official licenses of the State Budgetary Institution. The Federal Licensing Center (FLC) of the State Budgetary Institution demanded a huge list of documents necessary for obtaining a license, the fees of which could be delayed up to a year. However, in the same FLC, to accelerate the process, they advised to contact a certain center of pre-deputy training (CPP) "Central Strastroyxpertiza-Severs", where the policemen showed their price list. It followed that the cheapest license for the right to carry out part of the work costs 1.5 thousand dollars, and the most expensive service - a ready -made company with the entire set of licenses - was estimated at 8 thousand dollars. At the same time, no necessary permissive and other documents required.
