A similar body existed under the government of Mikhail Kasyanov. But in those days, with the exception of the last year, businesses already had many opportunities to talk about painful issues with the authorities. The reincarnated council has a fundamentally different historical meaning. It will become the main meeting place for business and government.
After the meeting, the head of Transneft, Semyon Vainshtok, quoted the prime minister’s words to reporters. Mikhail Fradkov said: “I would really not like the council to become a new point where you can get together and talk. We need concrete solutions that will lead to improvements in the economy.”
In contrast to the extremely rare and irregular visits of representatives of the business community to the head of state, meetings of business and government in the format of the competitiveness council should become regular. Moreover, here they are going to listen to the opinion of business.
The head of the Duma Committee on Economic Policy, Entrepreneurship and Tourism, Valery Draganov, said that the council could become “the fourth chamber, which, along with the State Duma, the Federation Council and the country’s leadership, will prepare high-quality bills.” It turns out that business will be able to continue lobbying their interests, but do it collectively and under the supervision of the government.
The “purge” of future lobbyists was carried out at the preparation stage. The personal composition of the council clearly shows the tendency to scrub big business away not only from political, but also from economic life. There are quite a few new faces on the council, unknown to the general public. Although the RSPP has recently become completely tame, as was demonstrated at the last meeting in the Kremlin, its personnel contribution to the council is relatively small. However, the “trade union of oligarchs” had to share a limited number of places not only with representatives of smaller businesses, but also with academic circles. Apparently, according to the authors, they should give future recommendations of the council greater thoroughness.
The first meeting was devoted to organizational issues. Within the council, working groups will be created on small business, on the business climate and competitiveness, competitiveness in the social sphere and human well-being, as well as on ensuring competitiveness in certain industries - transport, electric power, etc. According to OPORA Russia President Sergei Borisov, meetings will be held monthly. For each of them one serious question will be raised. True, for now the participants decided to take a summer time-out. The next council meeting will not be held until September. But it is already known what will be discussed there. To begin with, it was decided to make a “qualitative breakthrough” in an issue close to all entrepreneurs - competition law.
