Boris Gryzlov announced a closed spring session of the State Duma

The State Duma, during the spring session completed on Saturday, adopted five constitutional laws that have already been signed by the President of Russia and entered into force. For the spring session, 100 other laws were also adopted, of which 60 have already been signed by the president. This was stated, closing the spring session, State Duma chairman Boris Gryzlov, Interfax reports.

At the same time, he noted, a significant part of his working time, the deputies "were forced to devote to the so -called analysis of the rubble, withdrawal from consideration of bills that lost their relevance."

Gryzlov recalled that the working hours of deputies at the spring session coincided with the change of government.

The chairman of the State Duma noted that the chamber promptly made the necessary adjustments to the current legislative acts to create the legal basis for administrative reform in the country. "Much attention in the work of deputies was paid to the development of tax legislation aimed at reducing tax burden to the economy," he said.

Gryzlov noted the importance of the adoption of a law providing for an increase in export duties and tax on mining Russian oil companies. “It is important that this law allows you to remove superprofits, but at the same time does not interfere with the normal development of the Russian oil industry,” the speaker emphasized.

He noted that the focus of the State Duma at the spring session was the development of social legislation.

Speaking about the bill adopted in the first reading on the replacement of benefits by monetary compensation, Gryzlov noted that he would require significant refinement in the process of the second reading.

“Preparing for the second reading, we must take into account all the opinions as much as possible, accept all the rational proposals, explain the essence of the reform and its unconditionally progressive significance for citizens and the entire Russian economy,” said Gryzlov, emphasizing that helping various categories of citizens under this law should be “effective, targeted and socially fair”.

Gryzlov also indicated the importance of the State Duma of a package of bills aimed at the legal settlement of the market for affordable housing. The importance of adopting amendments to the current legislation was also especially noted, some of which are aimed at "liberalization, mitigating liability for low offenses, and the other part, on the contrary, to tighten criminal liability for terrorism."

The speaker recalled that the State Duma for the spring session adopted 21 ratification law, voting for the ratification of such important acts as an agreement on the adaptation of an agreement on ordinary weapons in Europe (DOVS), an agreement on the formation of a unified economic space of Belarus, Kazakhstan, Russia and Ukraine and a number of others.
