It also follows from the letter that all the "undersigned" governors are members of the Presidium of the State Council and, as part of the ongoing administrative reform, proposed more acceptable changes. But the opinion of the governors was not considered. Moreover, the State Duma was submitted "a bill that proposes the exact opposite."

The discreet letter was sent to the president on 27 July. The organizer of the "protest action" was the well-known president of Yakutia, Vyacheslav Shtyrov (his signature is also on the second "letter to Putin"). On July 28, this letter was published by the regional newspaper Yakutia, the official media of the republic. The editor of the newspaper, Vladimir Fedorov, told us that “this letter was handed over to the newspaper from the regional administration. We saw the original and the signatures on it with our own eyes. If we doubted their authenticity, we would not publish this letter ... ".

Nevertheless, two days later, the federal media reported that the second letter to the president was a “fake”, that is, neither Shaimiev, nor Rakhimov, nor Matvienko, nor Luzhkov signed it. Moreover, the authors of the first letter to the president also began to refuse their signatures. The governor of the Chita region, Geniatulin, and the head of Buryatia, Potapov, put forward a pitiful version that "someone signed up for them ...", and officially apologized to Putin.

Meanwhile, there is every reason to believe that both the first and the second "letters to the president" have all the signatures - genuine and made by governors of sound mind and sober memory.

What made the governors go into "unconsciousness"? What could make, for example, the governor of Buryatia, Potapov, first sign an appeal to Putin, send it by courier mail, and then write to the same Putin that “at the time of signing the appeal ... he was on a working trip to the regions of the republic ...”? Or does Governor Potapov think that the president-intelligence officer will not be able to match the signatures on the letters?..

The governor of Kamchatka, Mashkovtsev, clarified this situation. He stated that he had a telephone conversation with employees of the Far Eastern embassy, ​​who "did not exert administrative pressure", but only found out his "true position" ... Presumably, a heart-to-heart conversation took place with all the "signatories" and the first , and the second draft, and the governors Potapov and Geniatulin turned out to be the "weak link".

Mikhail Mashkovtsev categorically insists on his signature and does not intend to apologize. The governor of Sakhalin, having learned about the behavior of his Buryat and Chita colleagues, only - we quote - "shrugged his shoulders", but he is in no hurry to justify himself before the Center. And his vice-governor for social affairs, Lyubov Shubina, frankly described the United Russia amendments to the reform as a “well-staged performance” ...
