| Chechnya has a new concept for spending federal funds The payment of compensation to residents of Chechnya for lost housing and property has finally been streamlined: the federal government has adopted an additional resolution that describes this mechanism in detail. By November, a final list of housing that cannot be restored will be drawn up, and then, as it is approved, local authorities will begin to open accounts for specific dispossessed people and transfer money there.
One of the developers of the resolution, Minister of Economic Development and Trade German Gref, argues that the established order will be comfortable for victims. According to federal government estimates, 39 thousand families will receive compensation. Twice as many applications have already been submitted. But Prime Minister Mikhail Fradkov promises that the list will be extremely clear - in order to find out the true scale of the devastation, they will even conduct aerial photography. In total, 14.5 billion rubles are allocated for compensation from the federal budget, and the government believes that the issue will be finally resolved by the end of 2005.
Now it will be not federal, but mainly Chechen officials who will be responsible for payments. They will also receive funds allocated from the state budget through the federal target program for restoring the economy and social sphere of Chechnya. After the adjustments that are now being made to the MEDT program, it will “cost” about 5 billion rubles. per year. And starting next year, Chechnya itself will again become the single state customer of the program, which determines the priority areas of spending. This decision was confirmed on Tuesday by President Vladimir Putin, meeting with the acting. head of the republic Sergei Abramov. Thus, Chechnya will have the opportunity to independently and at its own discretion spend almost all the money allocated to it from the federal treasury.
The problem is that it hasn't worked out very well so far. Yesterday, a Vremya Novostei correspondent contacted Chechen prosecutor Vladimir Kravchenko and inquired about the fate of the materials that were transferred to this department by the Accounts Chamber in the spring. The joint venture, we recall, revealed a record amount in 2003 - over 2 billion rubles. -- inappropriate spending of budget funds.
“Each fact was verified,” Mr. Kravchenko said. “As a result, we opened 25 criminal cases.” Cases have been filed, for example, against the management of the Terek football club, which, under the guise of buying football players, withdrew 63 million rubles to the accounts of non-existent companies, and against the management of the government car depot in Grozny, which spent 30 million rubles. for the purchase of four used foreign cars. In addition, there are claims against contractors who were directly involved in construction and restoration: for example, the estimate of the Istok enterprise for the construction of two bridges turned out to be overstated by 1.6 million rubles, and another contractor enriched itself by 2.4 million on the construction of a school in one of the districts of Grozny.
It is characteristic that the auditors of the Accounts Chamber, in fact, accused the former leadership of the Chechen government and the federal directorate for the restoration of the republic, which allegedly worked according to a “costly scheme,” of embezzlement. But Mr. Kravchenko considers this formulation of the question “dishonest”: “These costs in many cases were necessary, otherwise the whole matter could have come to a standstill. And if there were miscalculations, then these are our common miscalculations.” At the same time, the prosecutor hopes that the new scheme proposed by Minister Gref and the acting President of Chechnya Abramov (that is, the transfer of customer functions from the center to Chechnya and the redistribution of construction priorities) will help to better organize the process. The conclusion looks politically timely, but not entirely logical: the prosecutor’s office’s real complaints are not against the authors of the previous restoration concept, but precisely against the “performers on the ground.” Which, in essence, will remain the same, even if the guilty contractors lose orders.

By decree of the President of Russia, the first deputy secretary of the Chechen political council of United Russia, Ruslan (Khaled) Yamadayev, was awarded the Star of the Hero of Russia. At the same time, the Chechen United Russia members approved the decision of the bureau of the Supreme Council of the party to support the Kremlin candidate Alu Alkhanov in the elections.
