Yesterday, the chairman of the board of Taimyr Bank, Anna Stupina, admitted that the bank is in a crisis situation. In her opinion, this happened because the bank’s largest shareholder, the administration of the Taimyr Autonomous Okrug (TAO), did not support it. And this is not surprising, because the main shareholder of Taimyr is trying to sell it for the second time.
Yesterday, Anna Stupina, head of the Taimyr bank, located in the capital of TAO Dudinka, said that the bank is in a crisis situation. According to Kommersant's information, Taimyr currently carries out some non-cash payments, but no longer issues cash. According to Ms. Stupina, the bank’s management considered the possibility of its financial recovery, but due to technical reasons this path was rejected. The main reason for the current crisis in Taimyr, according to Anna Stupina, is that “no measures were taken to improve the situation by the governor and his entourage, despite our repeated appeals.” “They think our bank is not interesting to them,” she says. Meanwhile, the TAO administration owns 44.79% of Taimyr shares. In turn, a Kommersant source in the district administration believes that the reason for the bank’s problems lies in the tense personal relations between the team of TAO Governor Oleg Budargin and the head of the Dudinka administration, Anatoly Kuznetsov. The fact is that, according to Kommersant's information, from October 2003 to February 2004, the management of TAO, bypassing the Taimyr Bank, made payments under commercial agreements in the amount of about 70 million rubles. Then the process accelerated: since February 2004, the TAO administration withdrew about 400 million rubles from Taimyr’s turnover.
After this operation, the main shareholder of Taimyr decided to sell it. The first attempt was made in April 2004. However, then the deal did not take place: Kedr Bank, which was interested in a stake in Taimyr, considered the price too high. As a result, on August 26, the TAO State Property Management Committee announced a new competition for the sale of a stake in the bank. According to Kommersant's information, the shareholders of Taimyr have already informed the local regional administration of the Central Bank that the bank is looking for a new investor. The district administration claims that Bank Taimyr has no problems, and the transaction for the sale of shares itself is called “completely ordinary.”
