According to her, during a telephone conversation on October 19, Ahmed Zakaev said that he was authorized by Maskhadov to come into contact with the "soldiers' mothers" about future negotiations, Interfax reports.
“Zakayev and I agreed to hold a meeting in one of the capitals of Western European countries during November. By this time we plan to prepare our proposals and the agenda of the meeting,” said Valentina Melnikova.
"We have not yet come out with our initiative for state structures in Moscow, and no one turned to us from officials about this," she said.
Valentina Melnikova emphasized that the intention to "appeal to Maskhadov for negotiations to resolve the conflict in Chechnya is a collegial decision of the Union."
