The Center for Contracts and Settlements of the Federal Wholesale Electricity Market (CDR FOREM) intends to reduce the energy supply to the Tomsk region by 50% from November 26. The press service of OJSC Tomskenergo reported this yesterday. According to a copy of the letter from the General Director of the Central Democratic Republic of FOREM Vladimir Khlebnikov to the management of Tomskenergo, available to Interfax, the planned sanctions are introduced “in connection with the failure to fulfill contractual payments for the supplied electricity.” The total volume of commercial restrictions of Tomskenergo OJSC will be from November 26 to November 30 inclusive 9.6 million kWh (80 MW) - almost half of the energy consumption of the Tomsk region. “This will inevitably entail a shutdown of local industry and the introduction of an hourly schedule for supplying energy to the population,” said Tomskenergo CEO Sergei Kozhemyako. According to him, “there is simply nothing to pay on FOREM. Consumers owe us more than a billion in total. We do not abdicate our responsibility for the energy security of the region, so we will do everything possible to prevent a repetition of the sad experience of Primorye and Kaliningrad.” Mr. Kozhemyako said that his company is looking for an opportunity to attract credit resources to pay off the debt: “Four Tomsk banks have already refused us, now we are negotiating with the Kuzbass branch of Alfa Bank.” However, according to Sergei Kozhemyako, “the loan... will only delay punitive sanctions against the Tomsk region, since the cause of the crisis is extremely low payment discipline.”
