On Thursday, the France Parliament adopted in the first reading an article of the bill aimed at combating relapse. This article allows judges to oblige people guilty of sexual crimes sentenced to five or more years of prison, after release, wear an electronic bracelet on their hand.

According to the article, pedophiles and sexual maniacs can be obliged to wear a bracelet for 20 years, and criminals - 30 years. The decision will be made by the court to enforce the punishment. Previously, the judge in the execution of punishments will have to assess the degree of social danger of the convict at least two years before his release from the guard. At the same time, the judges reacted ambiguously to electronic surveillance. The master's trade union condemned this measure, comparing the bracelet with shackles. The trade union association of magistrates, on its part, expressed doubt about the constitutionality of this measure: after all, it is supposed to apply to persons who have already served punishment. If a serial criminal enters the territory forbidden for him, the corresponding signal will enter the police. The device will also warn about the appearance of people convicted of sexual crimes on playgrounds or territories of schools.

So far, as an experiment, this innovation will be used in the city of Manchester, as well as in the County of West-Midlands and Hampshire. In case of a successful course of the experiment, the territory of satellite surveillance will be extended throughout England and Wales.
