The number of unemployed in Russia exceeded the number officially registered by 3.2 times. According to the report of the Federal State Statistics Service, the total number of unemployed in January 2005 was 6.236 million people, and the number of officially registered people was 1.938 million people. The number of unemployed registered in January 2005 is 5.7% less than in January 2004 and 0.8% more than the number of unemployed officially registered in December 2004. According to Rosstat, the permanent population of Russia in 2004 decreased by 0.7 million people, and in percentage terms by 0.5% and as of January 1, 2005 it amounted to 143.4 million people. The Russian Ministry of Economic Development expects that the law on public procurement will be adopted by the State Duma in the second reading in March . This was announced by Deputy Minister of Economic Development and Trade Andrei Sharonov. According to him, the main advantage of this law is that it spells out in maximum detail the procedure that protects competition participants from unfair actions of government customers.

Governor of the Tomsk region Victor Kress announced the creation of a commission to combat corruption, which he himself will head . “The commission’s task is to investigate all cases when officials engage in business, place their children and relatives there, when state institutions turn into joint-stock companies to extract profit from the budget,” said Victor Kress.
