The Supreme Court of Bashkiria canceled, as illegal, protocols on bringing to administrative responsibility 165 residents of Blagoveshchensk. Compiled by police officers from December 10 to 12 last year, these documents were the main excuse for the "stripping" of Blagoveshchensk , which the seconded riot police conducted from December 10 to 13 last year.
165 administrative liability protocols were recognized illegal "for the appearance in a public place in a drunk form." It turned out that in the drunken brawls of residents of the city they recorded after one bottle of beer. “In most protocols, there were no explanations of the detainees themselves, ” the deputy chairman of the Supreme Court of Bashkiria Ratmir Aznabaev told Izvestia , “on forms, where the words should be personally written by a citizen about what he did when he was detained, simply an empty place and signature.”
In addition, the Supreme Court noticed that to recognize a citizen shamelessly drunk, it is not enough only "the smell of alcohol from the mouth." Meanwhile, not a single certificate of medical examination was applied to these 165 protocols. "There is a certain level of intoxication - a person should pose a danger to others or for himself, because he can fall and freeze. Only in these two cases, police officers have the right to take people from the streets," explained Ratmir Aznabaev.
On March 3, the Republican prosecutor's office filed another petition to the Supreme Court. Investigators demand that Major Oleg Sokolov, who were charged with abuse of authority, who arrived in Blagoveshchensk, who had arrived in Blagoveshchensk. Earlier, the district court, taking into account its positive characteristic, refused to authorize his arrest, but the prosecutor’s office inscriminents on his hold of it.
"Labbation" in Blagoveshchensk
The nightmare came to Blagoveshchensk on December 10, on World Human Rights Protection Day. 40 people in masks and camouflage uniforms arrived on a special "Kamaz" and the PAZ bus to the city center. The troops armed with batons and machine guns landed on the main street of the city and began to break into cafes and game salons, taking all men in a row. Anyone who dared to object immediately and defiantly beat. According to eyewitnesses, people were stuffed into the background of the bus with stacks and taken to the police building, the newspaper writes.
18-year-old Sasha Kulakov was taken right on the street. He and the girl went to the club. “When we were brought to the police, I did not believe my eyes,” says Sasha, “people stood along the walls in the lobby, corridors and even on the stairs. We were taken to the basement and also put face to the wall.”
If you follow the letter of the law, such a "prevention" takes place in the Criminal Code called "torture". Everyone who went through this even without beating could not get out of bed the next day - the muscles were cramped.
After the torture of people, as the detainees themselves say, they took away the photographs and removal of fingerprints, then offered to sign empty protocols. If someone refused, he was immediately taken to a special room where they beat with rubber batons. They beat in soft places so that there are no fractures, the New Gazeta reports.
The sisters and doctors who took the stream of victims in those days said that they had never seen so many blue pops. Denis Sokolov was taken to the "ambulance" directly from the "dark" room - the guy held to the last and lost consciousness during the execution. Alexei was finished on the bus so that they pierced him with the bladder. According to Dr. Salimgareev, who operated on him, the guy will remain disabled for life.
Police sources are silent about the female category of "cleared" Blagoveshchensk. According to eyewitnesses, the girls were forced to undress naked right in front of OMON. After a public search, the girls were taken to another room, on the second floor. There is a statement that subsequently half a bucket of condoms used from there. And people who stood against the walls say that riot police were in line at the door, swearing at the colleagues delaying them. All this happened in the presence of hundreds of detainees, in the presence of employees of the local police department.
Soon after the execution of apartments, police and employees of the city administration began to go and ask: "Human rights defenders will leave tomorrow, and you live here! Well, will you write statements?"
Nevertheless, human rights activists did a lot of work, and on Thursday the Moscow Helsinki group and the public movement "For Human Rights" presented a report on the history, reasons and results of the mass beating of the inhabitants of the Bashkir Blagoveshchensk. The report contains a refutation of all police versions of the reasons for the riot police attack on citizens and residents of the surrounding villages. So, it is refuted - on the basis of the testimony of the police themselves - the fact of the attack of the Annunciation on employees of the PPS of the local GRUD on December 7, 2004. Among several versions, according to human rights activists, there are revenge for the vote of the inhabitants of Blagoveshchensk in the elections for the opponent Murtazi Rakhimov Veremeenko. The report is attached to the list of victims of the police.
