Murmansk traffic cops raised a rebellion against the authorities and are ready to declare a hunger strike

A serious scandal is flared up in the ranks of the Murmansk police. The traffic police inspectors, dissatisfied with the actions of their authorities, intend to declare a hunger strike. In a letter to the governor of the region, the local traffic police department disagreed with the methods of work of their chief Vyacheslav Boykov.

According to the authors of the letter, the leadership lets them with the “plan” in the number of identified violators of the Rules of the road and insists that only the most strict measures to punish them are used for all possible punishment measures. For non -fulfillment of the "standard", traffic cops are subjected to penalties.

Protesters demand that the higher leadership conduct an independent investigation into Boykov’s activities. The governor of the region imposed a resolution on the letter of the policemen: "Your appeal to verify and decide in accordance with competence is sent to the head of the Internal Affairs Directorate of the Murmansk Region. On the measures taken, the personnel on the traffic police traffic police will be informed in the prescribed manner."

From Tuesday, a comprehensive audit has been underway in the Murmansk traffic police, as a result of which the regional leadership promises to meet with the personnel and convenes a press conference, the newspaper Gzt.ru writes.

However, some observers believe that the outrage of the traffic cops is not at all with sympathy for motorists, but by the fact that the “plan by the shaft plan” put up by him and the requirement to punish violators at the maximum dachshund significantly limits the policemen in the ability to “agree with the driver in place” and thus correct their own financial situation.

The letter, which served as the reason for the scandal, came to the virtual reception of the site of the governor of the region Yuri Evdokimov two weeks ago. Under the message compiled with a mass of spelling errors and without a single punctuation margin, there is no signature. It only indicates that its authors are employees of a separate battalion of the traffic police of the traffic police of the Department of Internal Affairs.

As follows from the letter, the anonymous traffic cops are extremely unhappy with their leader - Major Vyacheslav Boykov, who "completely paralms the work of the traffic police." According to the “rigid stick system” established by the chief, his subordinates are allegedly obliged to fulfill a certain plan within one shift: to deliver at least two violators to the department, to conduct at least one evacuation of the vehicle and identify at least 30 traffic violations. At the same time, according to anonymous authors, "the emphasis is on evacuation from the courtyard territories of supposedly abandoned transport."

The situation, as noted in the message, is also aggravated by the fact that "the legality of such activities is not discussed, and all orders are given orally on divorces and on the radio station during the shift." In addition, traffic cops complain, such an administrative penalty for violators of traffic rules as a warning is completely excluded by the personal order of the authorities. By order of the chief, the authors of the letter say, "all violators must only be fined." If the employees do not fulfill the “plan”, they are called “on the carpet” to Major Boykov, “after which the boss’s personal opinion is followed on the advisability of further service by the employee,” as well as “service checks are constantly carried out”.

At the same time, the authors of the letter emphasize, “Boykov does not even raised the question of the state of accident rate on the patrol route during the shift of the inspector,” since the chief seems to be exclusively worried about the “norm” established by him. The letter also emphasizes that Boykov acts "with the complete connivolswe and the silent consent of the chiefs and commanders of the middle level." Anonymous employees cannot turn to the regional police department for help, as they can not, since "the boss has full support there and all such appeals are immediately suppressed with the further persecution of the service of the employees." According to the authors of the letter, "it is known that from the headquarters came a request for conducting an anonymous survey among the personnel of the latter to the head of this survey, this survey was safely carried out by the efforts of the chief of so the leadership about the traffic police." At the end of the letter, the personnel convincingly asks the governor to understand the situation “independently and objectively”, and also reports that a similar message is sent to the public reception of the Ministry of Internal Affairs of the Russian Federation.

At the beginning of this week, the scandal received a sequel. 120 employees about the traffic police of the Murmansk region, outraged by the norms imposed by him for the capture of violators, as well as the recommendations of the authorities to "hide with radars in the bushes", sent a special appeal to the Murmansk City Council. It reported that if the requirements for traffic inspectors do not change, they are ready to declare a hunger strike.

Meanwhile, according to unofficial data, the majority of employees of the Murmansk traffic police, who declared their decision to declare a hunger strike, are simply unhappy that the requirements for them are constantly tightened, and they have no equal financial remuneration. One of the employees of a separate traffic police battalion, who asked not to name his name, said that now the circle of responsibilities in connection with numerous changes in the legislation of the Russian Federation has expanded sharply, it has become much more difficult to work, and the authorities are not paying any attention to this.

“They are sitting in their offices, they don’t give a damn about everything, and we have to deal with all these innovations that the deputies have invented,” the inspector explained. “And so they worked without weekends and passing ... Now they have increased the worries, they are also linked to three skins. At least they paid normally - this is not it.” Another reason for what is happening, many call the personal hostility that the traffic police experienced for the management of the management and specifically - to his chief Vyacheslav Boykov.

Meanwhile, Boykov himself refrains from comments. Silence is stored and his immediate leaders. According to the head of the press service of the Internal Affairs Directorate of the Murmansk Region Boris Makarevich, letters in management know and are seriously treated, although "all these appeals are anonymous, not one is signed, they write simply on behalf of the personnel." The situation was also reported to the head of the regional Department of Internal Affairs General Vitaly Fedotov, who took the case under personal control.

“From Tuesday, a comprehensive inspection of the inspection began: managerial activity, personnel, psychological mood. On April 5, the audit will end, the results will be reported to the head of the Department of Internal Affairs, after he will meet with the personnel, and then we will arrange a press conference,” Boris Makarevich assured.
