
The architect Nodar Kancheli, who designed the collapsed roof of the capital's “Transvaal Park”, was called to the Moscow prosecutor's office on Friday. During the interrogation, he was charged with causing death by negligence to two or more persons.
"Nodar Kancheli is incriminated to cause death by negligence to two or more persons, as well as causing serious harm to health by negligence, committed as improper performance by a person of his professional duties ( Article 109 of Part 3 of the Criminal Code of the Russian Federation and Article 11 of Part 2 of the Criminal Code of the Russian Federation)," the press service of the Moscow prosecutor’s office said.
"The prosecution was brought in the presence of the invited kanchels of lawyers," the prosecutor's office emphasizes.
Meanwhile, the main designer "Transval-park" architect Nodar Kanchely said that he did not admit his guilt and intends to defend himself in court.
"I said that I do not admit my fault and intends to defend myself," said Kancheli RIA Novosti.

Kancheli noted that he was introduced to him for a criminal case with a volume of about 700 pages.
The architect noted that the Transvaal Park stood before the collapse for three years, and "if he had not collapsed before for constructive reasons, then why was he supposed to collapse then."

Earlier, the Moscow prosecutor’s office, referring to the results of the forensic construction and technical examination, said that the reason for the collapse of the building of the Transvaal-Park entertainment complex in the south-west of the capital, as a result of which 28 people were killed, became design errors.
Such conclusions were received by specialists from the expert commission following the results of a comprehensive construction and technical expertise, which was carried out as part of the criminal case investigated on the collapse of the battery roof. The prosecutor of the capital Anatoly Zuev officially confirmed that the cause of the tragedy was incorrect constructive decisions and design miscalculations.
"After studying the materials of the examination, the investigation will determine the circle of persons by whose fault this tragedy occurred, as well as all the circumstances that contributed to this," said Anatoly Zuev. The guilty of the tragedy will be charged under the relevant articles of the Criminal Code of the Russian Federation. “At the end of the preliminary investigation, the criminal case will be sent to the court for consideration on the merits,” the Moscow prosecutor emphasized.
Even before the official announcement of the decision on the results of the investigation of the tragedy in the water park, the prosecutor's office actually called the cause of the disaster, excluding the version of the attack. According to the Moscow prosecutor Anatoly Zuev, the video from the place of the tragedy indicates that there was no external impact on the columns of the water park.
After that, the only version remained - the mistake of the designer. Thus, only one guilty can remain - Nodar Kancheli. Kancheli himself denies his guilt. “I categorically disagree with the conclusions made by the prosecutor’s office,” Kancheli said on Monday.
Kanchely still believes that the dome of the entertainment complex collapsed due to external influence. He claims that before the collapse of the roof of the water park there was a certain "ejection".
According to Kancheli, this is evident from the video of the last minutes before the disaster. “I can’t say what it is - smoke, dust, explosive gases. But this“ something ”was thrown outward, aside the building. An approximate section near the place where it“ flew out ”, about 20 cm, about five meters long, and at the end there was already a diameter of a meter or more,” Kancheli said.
As a result of the collapse on February 14, 2004, the Transval-Park dome, which contained about 1000 vacationers, died 28 people, about 200 were injured.

At a meeting of the Public Urban Planning Council under the mayor of Moscow on Friday, the concept of the Center for all -season sports in the area of the Nagornaya station, which is the designer of which is Nodar Kancheli, was approved.
The chief architect of the capital, Alexander Kuzmin, said at a meeting of the Council that the center of all -season sports is supposed to be placed at the address: electrolyte passage, ownership of 76.
It is assumed that the highest point of the complex will reach about 200 meters. At the same time, the complex will have the following view: visually it will consist of five verticals similar to mountain peaks. All five slopes will be turned north and at the same time create a shadow so that the snow does not melt as long as possible.
In the complex it will be possible to engage in winter sports not only in winter, but also in the summer. For this, the center is supposed to place a pipe over 400 meters long, in which you can ski. At the highest point of the complex, there will be a ski jumping springboard, which will meet all the necessary Olympic requirements. Here, in the pipe there will be pipe and chair lifts. In addition, in the summer, a skating rink will be created in the center, special sites for lovers of snowboarding.
According to Kuzmin, at the same time this building will be able to visit up to 68 thousand people, and the number of staff will be 23 thousand people. At the same time, parking for 9 thousand cars are planned under the complex. The total area of the land on which the center will be located will be 38.8 hectares.
In addition to winter sports, in the center it will be possible to engage in various summer sports, including riding mountain bicycles, a pool with water attractions will be located here.
At a meeting of the Council, the project designer Nodar Koncheli noted that for the convenience of designers and builders, the center must be divided into several launch complexes that will be introduced in stages. “This will avoid delaying the terms of design and construction of the facility,” Kancheli stated.
Moscow mayor Yuri Luzhkov said at a meeting of the Council that "this is a unique project, a very beautiful and majestic proposal." "This project is certainly superior, and Moscow, upon completion of construction work, will receive a unique and grandiose object of social, sports recreation and trade plan. You need to meet those who have taken up to design, in particular Nodar Vakhtangovich (Kancheli)," Luzhkov said.
According to the mayor, "functionally the complex is saturated with various sports objects." The complex should become investmently attractive, for this, in addition to sports facilities, it should include hotels, restaurants, and other payback objects, the mayor believes.
"If we build a new complex with an Olympic springboard, then the old springboard on the Sparrow Hills could be dismantled," Luzhkov said.
He noted that the implementation must be divided into several stages of both design and construction. “The work was done very talented, the main thing for us is to give people the opportunity, without leaving Moscow, to learn how to ride mountain ski,” Luzhkov concluded.
