The Central Bank has counted Dialog-Optima depositors
They waited for compensation from the regulator
The Central Bank announced yesterday that it will begin paying depositors of Dialog-Optim Bank on August 1, that is, a year after its license was revoked. According to the law, investors will be able to receive up to 100 thousand rubles. (minus preliminary payments) through bank branches - an agent of the Central Bank, which, following the results of the tender, became Rosbank.
Dialog-Optim was one of the top 50 banks in terms of deposits and became one of the main victims of last year’s “crisis of confidence” in the banking sector. In mid-June, the bank limited settlements with depositors and stopped payments; on August 10, the Central Bank revoked its license, and in September the bank was declared bankrupt. According to the bankruptcy trustee's report, the register of Dialog-Optima creditors includes 6,614 depositors to whom the bank owed more than 1.6 billion rubles. So far they have received 26% of this amount. Meanwhile, according to the law adopted urgently during the crisis, the Central Bank guarantees depositors of bankrupt banks that are not included in the deposit insurance system up to 100 thousand rubles.
Yesterday, the Central Bank announced that its board of directors had decided to pay depositors of Dialog-Optima, as well as a small bank from Dudinka, Provincial Bank Taimyr. Payments will go from August 1 to November 1, 2005, and the regulator will spend 200.5 million rubles on both banks. However, it is clear that almost all of this money will go to Dialog-Optim - according to the Interfax Center for Economic Analysis, as of October 1, 2004, Taimyr had about 10 million depositors’ funds. At the same time, the Central Bank again showed that it knows how to count money - back in May the bank expected to pay only Dialog-Optima clients 278 million rubles. and estimated the number of depositors at about 7 thousand. Yesterday the regulator announced that about 6 thousand people would receive payments, and this number included “Taimyr” depositors.
Thus, taking into account previous payments, Dialog-Optima investors will receive approximately 610-620 million rubles, that is, no more than 40% of their claims. The further fate of the bankruptcy proceedings is not so clear - law enforcement agencies, the Central Bank and the bankruptcy manager suspect the former management of the bank of withdrawing assets from it, and against the former chairman of the bank's board Sergei Garber, the prosecutor's office of the North-Western District of Moscow opened a criminal case for abuse of power.
To receive money, Dialog-Optima depositors included in the register of creditors must contact the agent bank with a written application, and the funds can be received in cash or transferred free of charge to an account in any other bank. The board of directors appointed Rosbank as the agent bank. Apparently, providing services to depositors of bankrupt banks is becoming a very attractive niche for many large banks - earlier, when the Central Bank announced payments for the Syktyvkar Bank of Savings and Development (BSD), Gazprombank became the bank's agent of the regulator, and ASB Bank became the bank's agent Sberbank pays compensation. Gazprombank told Vremya Novostey that the bank will definitely participate in other tenders of the Bank of Russia for the payment of funds to depositors. Rosbank could not be reached for comment yesterday.
“Dialogue-Optim” has become the fifth bank whose depositors will be able to receive money under the law “On Payments of the Bank of Russia...”. Previously, the Central Bank also made similar decisions on payments in relation to BSR, Finanstorgbank, Bank of the Russian Financial Group, Commercial Savings Bank and ASB Bank. For the BSR, the Central Bank's expenses amounted to 129 million rubles, for other banks - about 5.5 million rubles.
