Emil Sibgatullin was appointed judge of the Federal Arbitration Court of the Volga District, Vasily Melnik of the North Caucasus District, Andrei Kangin of the Ural District were appointed for a three-year term of office.
Submitted to the State Duma for ratification the Treaty on Cooperation in the Protection of the External Borders of Member States of the Eurasian Economic Community. The law was signed in Moscow on February 21, 2003. The head of state, by his order, also appointed the first deputy director - head of the border service of the FSB of Russia, Vladimir Pronichev, as the official representative of the president when the chambers of the Federal Assembly considered the issue of ratifying the treaty.
