Today, 2365 people are contained here, which exceeds the limit by 17.5 percent, but two years ago there were 3,700 people. On average, one and a half meters of the "living space" account for one prisoner. "New", complies with European standards of cameras, is almost half.

“Next year, one and a half billion rubles were allocated for the repair of investigative insulators throughout Russia,” said Yuri Kalinin. “And this year, 550 million rubles took to repair all Moscow state -owned houses. As a result, until the end of next year there will be another thousand two hundred of places for prisoners. This will allow somewhat unloading the Sailor’s silence. In total, it is planned to build new chambers for Russia this year. Twelve thousand seats.
The insulators ceased to be repaired under the Soviet regime. On the contrary, they even destroyed with Khrushchev, he believed that prisons would not be needed soon. All money went to the colony, because they were part of the industrial system, the appendage of many economic ministries. Half of the salary of the convicts was transferred to the state budget, per month it amounted to more than 250 million rubles.
As you know, in the 90s it was crowded in the cells. People stood on their feet for hours, because there was nowhere to sit down. We slept in turn in three or four shifts, suffering from suffocation. So it was more recently. Now a lot is changing. It was possible to thoroughly unload the cameras - in any case, according to the heads of the sentence service, now each prisoner has his own bed. It is no longer a rarity when there are four square meters per person in the cell, according to the norm. To go to the medical unit of "sailor silence", you need to put on cellophane shoe covers on your feet - cleanliness as in a good hospital. The cameras in the "sailor silence" are not terrible of any energy crisis, since the power sources are autonomous.
FSB isolators can become VIP touches
The FSB investigative insulators can turn into "apartments" for special prisoners, the Russian newspaper suggests. However, the director of the Federal Penitentiary Service Yuri Kalinin objects: "No changes will occur. These isolators, as before, will be sent under investigation through the FSB."
Recall that in mid-July, President Vladimir Putin signed a decree on the transfer of investigative insulators of the FSB into the penal system. At the end of July, their transfer to the Ministry of Justice began. An interdepartmental commission was created, the regulatory framework is developed. “Until September 1, we must hand over all projects and accept Lefortovo during October -November. The insulator workers perceive this process normally, many will come to us. After all, the salary is even a little higher,” says Kalinin.
As a result, Lefortovo and 8-9 insulators will increase near the country. “But these are not insulators in the usual sense, more likely an IVS (temporary detention center.-approx. Ed.): Several cameras are often in the FSB departure room. And they are small, about 10-15 seats each. We note that today in Russia 198 investigative insulators, 60% of them are equipped with modern security systems, including video surveillance.
In addition, the leadership of the prison department advocates that more and more people sit not behind bars, but under house arrest that candidates for service in prison will now be checked for a lie detector.
Now the idea of private prisons is popular: security and regime are provided by the state department, the newspaper writes. "I am categorically against private prisons. After all, what happens: the oligarch stole a billion, built a prison and lives in it in luxury, and the poor stole the chicken and sits in poverty? This is an incentive for criminals: strive to steal more, then become a noticeable criminal - then you will sit in VIP. No, everyone should be the same in our system - and the oligarch. Prison, then you are equal in England and in America, by the way, the practice of private prisons has stopped, ”says Kalinin.
Russian prisoners have improved food standards: they are now laid eggs and milk
The current Russian government is vividly interested in life and life in places of imprisonment, the newspaper notes. So, the head of the Ministry of Economic Development, German Gref, recently personally visited Butyrka prison, checked how the money allocated for repairs was mastered, the publication recalls.
Therefore, life in Russian correctional institutions, according to Kalinin, is being established, including in "sailor silence." Over the past year, it took half a billion rubles for the reconstruction of all the pre -trial detention center of the city of Moscow, next year it will take even more. Prison medicine remains both under socialism free, but at the same time high -quality: a modern bacteriological laboratory, departments of leading medical institutes, which are regularly visited by professors and academics, are opened here.
Yuri Kalinin announced an increase in the food norms of Russian prisoners. The corresponding government decree was issued just the other day. "It will begin to work on Monday and concerns all categories of prisoners. People are now supposed to be more meat, vegetables, dairy products. Laying and pregnant women, as well as minors, will receive more eggs and juices. And in general, milk and eggs will appear on the table for each prisoner. Given the new norms next year, more than three and a half billion rubles are stood out for the diet. The provisions are in the budget -2006 twelve billion, ”he said.
The content of the content of one convict per month is an average of 1860 rubles. This amount includes food costs, clothing and medical support, communal and other expenses. In Sailor Silence, the content of one prisoner per month costs 2385 rubles, the newspaper notes.
