| Russians confuse the effectiveness of governors with their showiness The All-Russian Center for the Study of Public Opinion (VTsIOM) decided to find out which of the current governors Russians consider the most effective. It turned out that the effectiveness rating of regional leaders directly depends on their popularity and the scale of political activity.
Sociologists asked Russians four questions. Experts found out who is best at coping with the region's social problems and economic difficulties. The survey also included residents’ opinions on the level of combating crime and ensuring the safety of residents of the federal subject. Finally, sociologists asked respondents to answer who could become an example of effectiveness for the head of their region.
More than half of those surveyed—from 52 to 76%—find it difficult to name the most successful governor based on these criteria. Among the heads of regions who are the best at solving social problems, respondents name primarily Moscow Mayor Yuri Luzhkov and Kemerovo Governor Aman Tuleyev - 10% each. Also, social issues, according to 5% of respondents, are successfully resolved by the President of Tatarstan Mintimer Shaimiev. Governor of the Krasnodar Territory Alexander Tkachev scored 4%. No more than 3% of respondents mentioned other regional leaders in this regard.
According to those surveyed, those most successfully coping with economic difficulties are the same Aman Tuleyev - he was named by 9% of respondents - and Yuri Luzhkov with 8% of the votes. Mintimer Shaimiev scored a figure different from the statistical error of 4%.
The Kemerovo governor is also a leader in the fight against crime and ensuring the safety of residents of his region. He was named by 6% of respondents, while no more than 3% named other heads of federal subjects. And even as an example to follow, from whom other regional heads should learn, Russians most often name Aman Tuleyev. The Moscow mayor is one percent behind him. They scored 9 and 8% respectively.
In total, in the four “nominations” of the rating of effective governors, Aman Tuleyev scored 34 points out of 400 possible. Yuri Luzhkov got 29 points, Mintimer Shaimiev - 13, Alexander Tkachev - 12 and Governor of St. Petersburg Valentina Matvienko - 7. All other regional leaders scored no more than five points.
According to the head of the Mercator group, Dmitry Oreshkin, in this survey, effectiveness can be equated to popularity. “Luzhkov, Tuleyev, Tkachev are well known,” the political scientist explained to Vremya Novostei. - Who remembers about some Leonid Markelov from Mari El or Nikolai Fedorov from Mordovia? At the same time, they can be very effective on their territory, but no one simply knows about it. How can you and I in Moscow judge the effectiveness of, for example, Tuleyev? We only remember that he ran for president of Russia and was popular ten years ago.”
According to Dmitry Oreshkin, there are no more than five famous governors in Russia. Based on the results of activities, the most effective is Yuri Luzhkov: “Moscow brought in $100 billion in gross regional product in 2004. But Tuleyev brought much less. But in the regions there is a specific attitude towards Moscow - they say that it has crushed everyone under itself, and even a fool will make money from it. At the same time, objectively speaking, Khanty-Mansiysk Governor Alexander Filippenko is effective, but no one knows him.” Chukotka Governor Roman Abramovich, who enjoys enormous popularity in his region, is also not mentioned in the efficiency rating. In particular, because not much attention is paid to his purely gubernatorial activities in the media.
Each of the five “effective leaders” receives maximum support in “their” federal district: Aman Tuleyev received 85 points in the Siberian Federal District, Alexander Tkachev - 61 in the Southern Federal District. Yuri Luzhkov gained 55 points in the Central District, and Mintimer Shaimiev - - 47 in Privolzhsky. Valentina Matvienko in the Northwestern Federal District also scored more points than the Russian average - 24.
