“Power” represents the next rating of publicity of politicians, officials and businessmen of Russia, compiled on the basis of their mention in the central Russian media. In this issue, we summarize the results of the third quarter of 2005. From the current rating, you will learn how the bathyscaphe “Prize” differs from the Chagino substation, how Vladislav Surkov’s rating grew, whether the growth of growth can become an unsuccessful fall and how much the American dwarf horse Vadik is closer to the president than Mintimer Shaimiev.

The criminal case against Mikhail Kasyanov, the accident of Batiscaf “Prize” in the Barents Sea, the 1000th anniversary of Kazan, the increase in gas prices, the entry into force of the sentence to Mikhail Khodorkovsky-this is far from a complete list of high-profile events of the last three months. And it was unlikely that there would be a more worthy completion of such a quarter eventful than the three -hour communication of Vladimir Putin with fellow citizens on the direct television. "The president gave an understandable signal to the entire state authority that the time has come to responsibly approach the implementation of those national projects for which the state is functioning," the chairman of the State Duma Committee Valery Draganov commented on the Putin television unit. Consider how responsibly officials, politicians and businessmen have approached their work before, when time has not yet arrived, and that the central Russian media reported about them over the past three months.
It is quite appropriate to accept the activities of Vladimir Putin for the standard of responsibility. In any case, our rating is arranged so that the indicators of newcomers are constantly compared with the presidential. In the past quarter, the word "responsibility" and its word forms met in 11.5% of the media materials about the head of state. A peculiar indicator of responsibility of Mikhail Fradkov is 14.2%, Alexander Zhukov - 12.0%, Alexei Kudrin - 14.6%, German Gref - 12.6%. The word "responsibility" is noticeably more often found in the publications about Boris Yeltsin-in the ex-president, this indicator is 16.8%. But the Minister of Defense Sergei Ivanov is combined in the Russian media with responsibility much less often - in only 9.8% of cases.
Of course, it would be incorrect to argue that the compatibility of the newsmaker in the materials of the media with the word "responsibility" clearly characterizes his activity. For example, the already mentioned deputy Valery Draganov, who needed an “understandable signal” from the president to realize his own responsibility, has an indicator at the level of 18.4% - 1.6 times higher than the presidential. However, it cannot be denied that Sergei Ivanov in the last quarter had enough reasons to demonstrate his responsibility and bring others to justice.
Judging by the publications in the central press and the releases of radio and television agencies, the activities of the head of the defense department in the last three months were coordinating various military exercises, for the fifth of the rescue of the AS-28 submarine “Prize” in the Barents Sea and for a tenth in conversations about the abolition of military departments at universities. In any case, it was in such a proportion that the Russian media reported on the minister. In another 7% of cases, Sergey Ivanov was mentioned in the context of the Su-27 fighter that fell on the territory of Lithuania. And if the story with the fighter has not yet been over, then the results of the operation to save the bathyscaphe can be failed.
During the week after the AS-28 accident, this event was mentioned in 7.7% of the materials of the central Russian media. For comparison: 8.0% of publications were devoted to the activities of Vladimir Putin during this period. If the Batiscaf "Prize" took part in our ranking, then, according to the results of the entire quarter, he would take a place in the mentioning table between Mikhail Kasyanov and Alexander Zhukov with an indicator of 9.31%. The saved bathyscaphe eventually turned out to be more popular than Sergey Shoigu, Oleg Deripaska and Vladislav Surkov, taken together. The AS-28 accident in every tenth publication was compared to the Kursk submarine disaster. At the same time, Sergey Ivanov appeared in media reports about the "prize" more often than others - in 35% of materials. For comparison: Vladimir Putin was mentioned in 15%of publications, Igor Dygalo - at 11%, Vladimir Masorin - 8%.
The word "bathyscaph", I must say, was generally a journalistic find of the quarter. Its mention in the central Russian media compared to the previous quarter increased 102 times! The "Prize" accident is appropriate to compare with an accident at the Moscow Electric substance "Chagino", which entailed a cascading power outage in Moscow and the Moscow Region on May 25. The mention of the word "substation" then increased in three months by 5.6 times. And the word "chagino" was mentioned in May-June as often as the word "bathyscaphe" in August-September. At the same time, from the beginning of the year before the accident, the word "chagino" in the central Russian media has never been used.
In the past quarter, journalists recalled the existence of another word - "missions". Over the past three months, it has been mentioned on average 8.2 times more often than in the previous quarter. This happened mainly due to the efforts of the two prisoners of the SIZO Sailor Silence. Firstly, the ex-head of the Yukos Mikhail Khodorkovsky intended to run for State Duma deputies at the Russian Federations in the 201th University District of Moscow (70% of all media materials about the division). Secondly, the main accused in the case of attempted the head of the RAO UES of Russia Anatoly Chubais retired GRU Colonel Vladimir Kvachkov was about to participate in the missiles of the State Duma deputy in the 199th Preobrazhensky District of the capital (14% of the materials).
Khodorkovsky and Kvachkov, finding himself in a pre -trial detention center, behaved the same way. They wished to run for deputies and arranged a hunger strike. Kvachkov, however, protested against the fact that his documents necessary for registration with a candidate for deputies were stuck with the head of the pre -trial detention center, and Khodorkovsky sought the release from the cinema of the head of the MFI Menatep Platon Lebedev. This is partly why the hunger strike Khodorkovsky received almost three times more response in the media than the Kvachkov hunger strike.
Another feature of the current quarter is to get into the list of 50 of the most mentioned New Smakers Deputy Head of the Presidential Administration Vladislav Surkov. This happened for the first time during the entire existence of our rating (since the beginning of 2002). It is noteworthy that by the current popularity of the Surkov went gradually. According to the results of January 2002, in the mention table, he took 151st place. By mid-2003, he was in 96th place, by mid-2004-in the 87th, and according to the results of the second quarter of 2005-already at the 54th. Now he was on the 47th line, and it can be assumed that his ascent in the mentance table will continue. Since in the event of a Newsmaker in our rating, additional bonuses are accrued in the TOP-50, the final rating of Surkov (see Table 6) has grown significantly.
We also note the appearance in the ranking of two new participants: the governor of the Nizhny Novgorod region Valery Shantsev and the governor of the Kaliningrad region Georgy Boos. The first almost hit the top ten, being on the 12th line, the second took 35th place. The appointment to such high posts of key figures from the team of the Moscow Mayor Yuri Luzhkov gave the media reason to draw conclusions about the upcoming resignation of the capital's mayor. Luzhkov’s mention of Luzhkov increased by 14% compared to the previous quarter, and in 7% of the media materials it was about the upcoming resignation.
