
The governor of St. Petersburg Valentina Matvienko is waiting for an ambulance from Moscow to the northern capital of another major state -owned company - AK Transnefteproduct (TNP). The board of directors of this company is headed by Deputy Head of the Presidential Administration of the Russian Federation Vladislav Surkov. TNP will add about 600 million rubles to the budget of St. Petersburg.
According to Matvienko, the Russian government already has an appropriate directive. Meanwhile, in the head office of TNP they are not in a hurry to gather. “The decision on the location of the head office of the TNP and its transfer to St. Petersburg is the competence of the Government of the Russian Federation, ” the press secretary of the company Alla Sudetz told Kommersant . “The decision on the government’s directive will make the only owner of the company-the state at the meeting of shareholders. Today there is no such directive.”
The annual meeting of the shareholders, on which this issue could be resolved, has not yet taken place. The Board of Directors of the TNP cannot appoint him due to the lack of government directives, the newspaper notes.
TNP is a state monopolist for pipeline transportation of oil products in Russia and the Near Abroad. The total length of the main oil pipelines belonging to him is 19.3 thousand km. The holding includes ten transporting societies, including eight Russian, one Belarusian and one Ukrainian. In addition, the TNP belongs to 34% of the shares of LLC Latrostrans, which transports light petroleum products through the territory of Latvia. The volume of pumping of the TNP in 2004 amounted to 27.4 million tons, revenue - 12.5 billion rubles, profit before taxes - 4.9 billion rubles.
Together with other "immigrants" - "Sibneft" , Vneshotorgbank, "Sovcomflot" - TNP will bring to St. Petersburg more than 15 billion rubles. As a result, in 2006, the city budget for the first time in many years can become a surplus.
The newspaper recalls that after the Governor of St. Petersburg in October 2003, Valentina Matvienko repeatedly announced the possible move to the city of Megafon, Transneft, Lukoil, TNK-VR, Sberbank and Wedemporary Export. None of these companies still changed the place of registration, but some of them took steps towards the St. Petersburg authorities. So, Transneft promised to create a subsidiary in the city and is now developing a project for building a building for a new office. Lukoil has already created a subsidiary in St. Petersburg, tax revenues from which are estimated at hundreds of millions of rubles a year. A year ago, a subsidiary of Gazprom - Gazpromregiongaz was registered in St. Petersburg.
In addition to Transnefteprodukt, the plans for re -registration in St. Petersburg declared Socomplot (the company's tax payments in 2003 amounted to 70 million rubles). True, this will happen not earlier than the end of 2006. The only large company that has already replaced the registration of St. Petersburg remains an Environmentalbank - the transfer of his head office was completed on October 5. The vice-governor of St. Petersburg Mikhail Oseevsky said that the bank would bring the city to the city next year up to 1 billion rubles of taxes.
