The state retains interest in the metallurgical asset of the general director of the Norilsk Nickel Mikhail Prokhorov and the head of Interros, Vladimir Potanin, says the British The Times . True, analysts interviewed by the Gzt.ru newspaper believe that if the state buys Norilskell, then it will not be done by the Almaza company Alrosa, but Rosoboronexport.
Recall that the domestic government has been cultivating the new raw materials giant based on the Alrosa diamond holding since last summer. In November, rumors appeared on the market that the number of ALROSA assets could grow and a metallurgical division created on the basis of the Norilsk Nickel. The basis for the emergence of such assumptions was the idea proclaimed by the head of the Supervisory Board of the concern and the Minister of Finance Alexei Kudrin the idea of creating an international -level holding on the basis of Alrosa.
However, in fact, it will not be easy to conduct a deal through Alrosa, according to gzt.ru. The company does not have the necessary money for such a purchase. The current capitalization of Norilsk Nickel is extended to $ 16.5 billion. "ALROSA" in its current condition costs almost four times less - only about $ 4 billion. Yes, and the company is not traded on the stock exchange, ”says IFK Solid IFK Igor Necdinin.
In addition, the federal government has not yet received complete control over the diamond holding. The initiatives of the Russian Cabinet of Ministers marked the disagreements of the Ministry of Finance and the Federal Property Management Agency regarding the privatization of the Almatic Mir company - the main asset, with which the state plans to bring its share in Alros to 51%.
Such difficulties can push the government to the alternative option for acquiring Norilsk Nickel, the interlocutors of Gzt.ru are sure. During last year’s expansion in domestic industry, the state clearly indicated a number of "points of consolidation". Among the largest were Gazprom, RAO UES, Vneshtorgbank (VTB) and Rosoboronexport. The Gazprom has enough costly projects without this, and the debt load is already quite large, the analyst of the IC Finams Vladislav Kochetkov points out.
But "Rosoboronexport" can be considered a "specialized investor", Kochetkov points out. “If NN is sold, then, most likely, it is precisely some kind of unnamed investors who will stand“ Rosoboronexport, ”the analyst said.
