| The authorities of the Sverdlovsk region are unhappy with the national project "Health"
The priority national projects announced by Russian President Vladimir Putin at the beginning of September last year unexpectedly received the first portion of criticism from the regions. The other day, the governor of the Sverdlovsk region, Eduard Rossel, made a number of comments on the main socio-political project of the Russian authorities for the coming years, accusing the federal leadership of being excessively politicized.
This happened at a special meeting at the regional Ministry of Health, where Mr. Rossel came to listen to a report on the implementation of the “Health” national project.
Before this visit, the governor visited the regional ministries of construction and agriculture, where he also found out how departments participate in the implementation of specialized national projects. Moreover, Eduard Rossel did not make any comments in these ministries, but when speaking about healthcare, he could not restrain himself.
Most of all, the governor was outraged by the situation with the project for the construction of a new cardiological center in Yekaterinburg. Just last year, regional authorities believed that money from the federal budget would definitely be received for the new facility. Eduard Rossel and his team were looking for $10 million to carry out work on the zero cycle, for land acquisition and to provide housing for future doctors. According to the press secretary of the regional Ministry of Health, Konstantin Shestakov, in November last year all documents were submitted to Moscow, and now the ministry is waiting for a decision from the federal authorities.
Apparently, this decision will not be positive. At least Eduard Rossel told the doctors that politics had intervened in the matter and a new cardiac center for 10 thousand operations per year would be built either in Chelyabinsk or Tyumen.
But political intrigues were not the only drawback of the national project “Health” discovered in Yekaterinburg. Regional Health Minister Mikhail Sklyar said that his subordinates had to polish the shortcomings of the program regarding the payment of increased salaries to doctors and nurses. According to the plan of the federal authorities, after February 5, increases in nurses’ salaries should amount to 5 thousand rubles. per month, and for doctors - 10 thousand rubles. However, the corresponding decree of the Russian government, signed by Mikhail Fradkov, arrived in Yekaterinburg with a huge delay. At the same time, the document did not contain the previously announced list of federally subordinate medical institutions.
According to Mr. Sklyar, this means that doctors in closed administrative-territorial entities will not receive an increase. “They are there, in Moscow, passing laws, but the noise will arise in our region,” the minister sharply remarked. To avoid problems, Mikhail Sklyar intends to pay a bonus to doctors and paramedics who are not covered by the program from the territorial compulsory health insurance fund.
