| The fight against hazing in the army is taking on an all-Russian scale There is no doubt that serviceman Andrei Sychev became a victim of hazing. This statement was made yesterday in Chelyabinsk by the chairman of the commission for monitoring the activities of law enforcement agencies and security forces of the Public Chamber of Russia, Anatoly Kucherena. He, along with another member of the chamber, Nikolai Svanidze, presenter of the TV program “Zerkalo”, arrived in Chelyabinsk on Tuesday to conduct their own investigation of the New Year’s emergency.
Let us remind you that during the holidays, several conscripts were beaten at the Chelyabinsk Tank School. One of them, Andrey Sychev, was later hospitalized and has been in the intensive care unit of a Chelyabinsk hospital for three weeks. His legs and genitals were amputated, and now we are talking about the amputation of his hand. In addition, the young man was diagnosed with blood poisoning.
The investigation into the emergency is being conducted by the military prosecutor's office, as well as a special commission of the Ministry of Defense, whose members must find out why the school management did not inform the Moscow authorities about the tragedy in time. And members of the Public Chamber arrived in Chelyabinsk to answer other questions. In particular, they are interested in how typical the situation with Private Sychev is for the Russian army. Immediately upon arrival in the Southern Urals, Anatoly Kucherena visited the school where Andrei Sychev served, after which he went to the hospital and was allowed by doctors to see the victim.
Speaking to reporters, Anatoly Kucherena said: “Andrei Sychev became a victim of his colleagues. What is called hazing.” He admitted that he was very concerned about the position of some journalists, who presented the incident as an attempt by a young man to “dodge” the army. The Vremya Novostey newspaper has already written that initially, investigators from the military prosecutor’s office themselves reported to the media that there were two versions: hazing and the actions of Andrei Sychev himself, who allegedly bandaged his leg in order to go on leave or quit the army altogether. “This is a lie. Having talked with doctors, I can say that there are many things we still don’t know,” said Mr. Kucherena.
A member of the Public Chamber is confident: Andrei Sychev must be transported to Moscow. But for now this is impossible for two reasons: the patient is not transportable, and his relatives are against the transfer because they trust Chelyabinsk doctors.
After the group sums up its work, the report will be presented to members of the Public Chamber. Nikolai Svanidze yesterday announced the possibility of creating a special working group in the House on the problem of hazing.
It is noteworthy that the “Sychev case”, during the investigation of which even the leadership of the Ministry of Defense was forced to admit the presence of hazing in the ranks of the military, immediately served as the reason for the investigation of a number of other crimes related to hazing in the Russian army. Yesterday, according to the Military Prosecutor's Office of the Siberian Military District, a senior sergeant of one of the military units located in Novosibirsk, Stepan Khodorov, was charged with beating private Valery Makhnovsky. The charge was brought under Part 3 of Article 286 of the Criminal Code of the Russian Federation (exceeding official powers). The case will soon be sent to a military court. The prosecutor's office stated that “the battalion commander who concealed this crime was warned against violating the law,” since this was the first time he had committed an offense. In the Vologda region, the military prosecutor's office yesterday began checking information about the beating of conscript soldiers by an officer in a military unit in the village of Rybkino. Soldier Ivan Medvednikov fled from a military unit near Vologda on January 28 after he was beaten by the unit commander. The young man told reporters yesterday that he and several other colleagues were summoned by the unit commander: “He was trying to find out which of the soldiers was drinking alcohol at night. At the Kazan Higher Military Command School (KVVKU, a former tank school), yesterday the military prosecutor's office of the Kazan garrison began an investigation into the escape of conscript soldier Ilmart Sharipov, called up for military service in 2004.
