NTEC and UNN share premises in the center of Nizhny Novgorod

The university declares that NTEC illegally acquired premises allocated for permanent use by UNN and is ready to demand the resignation of NTEC management. According to Kommersant, the Arbitration Court of the Nizhny Novgorod Region is undergoing a preliminary consideration of the claims of NTEC (regional representative of OJSC Gazprom, responsible for wholesale supplies of natural gas to the Nizhny Novgorod Region - Kommersant ) against the Nizhny Novgorod State University (NNSU) named after. N.I. Lobachevsky. The stumbling block was a structural unit of the university - the Nizhny Novgorod Radio Laboratory science museum, which occupies the first floor in the NTEC building.
As the head of the press service of OJSC NTEC Ilya Voznesensky told Kommersant, the company filed three claims with the arbitration court - for reimbursement of expenses for maintaining the premises under an agreement signed with UNN in 2002, for reimbursement of expenses for maintaining the premises in 2003-2005, and also a claim for the release of areas not used by the university for museum activities.
As Mr. Voznesensky explained, of the 600 square meters occupied by the university. m directly the exposition is located on 100 sq. m, which NTEC is ready to leave to the museum. According to the press secretary, NTEC does not make any claims against the museum, did not include the fee for the use of this area in the amount of claims and is even ready to help the museum financially, but asks Nizhny Novgorod State University to vacate the remaining areas. According to the company, they are used by the university in an inappropriate manner, but the university does not pay for their maintenance. According to Ilya Voznesensky, NTEC repeatedly offered the university to enter into an agreement for the maintenance of the premises, but UNN did this only once in 2002, but never paid the money.
In turn, human rights activist Anton Velin, representing the interests of UNN in the arbitration court, told Kommersant that all the premises are used by the Nizhny Novgorod Radio Laboratory for museum activities: “A museum is not only a room where old light bulbs and receivers lie.” According to the lawyer, NTEC demands that the university reimburse more than 3 million rubles.
At the same time, according to Mr. Velin, NTEC illegally became the owner of the premises occupied by the Nizhny Novgorod Radio Laboratory. As Anton Velin told Kommersant, the reason for the disagreement between the university and NTEC was incorrectly completed documents. According to the lawyer, the Nizhny Novgorod Radio Laboratory museum has been located in the building since 1973. In 1998, on the basis of an agreement on perpetual use between the region and UNN, the museum was transferred to the university. However, the contract did not specify how exactly the museum would be transferred - with or without premises. According to Anton Velin, the transfer of the museum to UNN is impossible without the transfer of premises, but this particular point was not reflected in the contract. “In the same 1998, the former governor of the region, Ivan Sklyarov, in violation of the privatization law, on the basis of an exchange agreement, transferred this premises into the ownership of Nizhegorodoblgaz, which in turn transferred this premises to NTEC, taking a bill of exchange for 8.5 million rubles as payment. " According to Anton Velin, the last transaction “was made to cover up the first” and is void. All this, according to the human rights activist, was done without notifying the museum and was discovered after a change in the leadership of NTEC in 2003 (at that time Felix Verkhovodov replaced Nikolai Karmanov as NTEC CEO. - Kommersant ). According to Anton Velin, the initiator of the eviction of UNN is the General Director of NTEC Felix Verkhovodov. “We now have very little chance of invalidating transactions. A change in the leadership of NTEC would be faster, more reasonable and correct,” the lawyer said. The Nizhny Novgorod Radio Laboratory intends to make a corresponding request to the leadership of the region and Gazprom. At the same time, claims will be filed with arbitration to declare transactions to transfer the building into the ownership of NTEC invalid.
According to UNN press secretary Antonina Koshkarova, in this way the university is trying to resolve the issue peacefully. According to Ms. Koshkarova, “much depends on the human factor and on public resonance, so the management of the university and museum are trying to appeal to the civic feelings of the Gazprom leadership.” UNN considers a possible way out of the situation to be extending the agreement on the free use of the museum premises for approximately 20 years. This period, as Anton Velin explained to Kommersant, will be enough for the university to find another option for housing the museum.
